Cost Control <br />Cost control serves a triple purpose of managing cost; <br />testing the assumptions and decisions made at every stage <br />of the project and providing an additional layer of timeline <br />control. <br />At the initiation of this project and upon the completion <br />of the initial partnering session and the definition of the <br />program and the scope, we will establish a cost model that <br />itemizes expected costs for the major building systems that <br />align with City of Sunny Isles Beach’s goals. <br />Upon City of Sunny Isles Beach’s identification of a path <br />forward, this cost model then becomes the “benchmark” <br />against which future planning and design decisions are <br />made. This method allows the team, when necessary, to <br />test a particular component of the design to determine its <br />compliance with the established budget. <br />Utilizing the cost model and the Preconstruction Cost <br />Event (PCE) log, a control estimate will assist in identifying <br />all aspects of the project and developing a complete GMP <br />Deliverable. <br />During construction, cost controls assist in the: <br /> •Procurement of subcontractors, coordinating and <br />notifying City of Sunny Isles Beach of the selections <br /> •Performance of constructability reviews <br /> •Establishment of cash flow plans <br /> •Monitoring of cost performance <br /> •Monitoring of schedule and timeline progress <br /> •Defining pay application frameworks and criteria <br /> •Recording of changes <br /> •Informing City of Sunny Isles Beach of authorized <br />changes and bringing expected costs within <br />acceptable limits. <br />Additionally, as is in the design and preconstruction phase, <br />cost controls during construction will continue to be <br />thoroughly integrated with all aspects and processes of the <br />project. The accounting side of cost controls will be tailored <br />to meet the requirements and needs of City of Sunny Isles <br />Beach and to maximize the tax savings; therefore, enhancing <br />the potential of increased scope. <br />Furthermore, Skanska will: <br /> •Inspect the work as it is installed to ensure that the <br />quality standards established in the construction <br />documents are exceeded and limit the potential for <br />delays and claims related to re-work. <br /> •Review any change order requests from <br />subcontractors to determine their validity and <br />scrutinize the details of the scope and pricing <br />methods for any change order request that is <br />deemed to be legitimate. Potential change orders <br />will be tracked via Prolog as Cost Events throughout <br />the project to ensure all cost issues are addressed <br />efficiently. <br /> •Report potential cost issues to City of Sunny Isles <br />Beach and Perkins + Will quickly so that decisions <br />can be made in a timely manner on what mitigating <br />actions may be taken. <br /> •Track construction contingency adjustments on <br />a daily basis and monitor them via Prolog.
