Cost Control Cost control serves a triple purpose of managing cost; testing the assumptions and decisions made at every stage of the project and providing an additional layer of timeline control. At the initiation of this project and upon the completion of the initial partnering session and the definition of the program and the scope, we will establish a cost model that itemizes expected costs for the major building systems that align with City of Sunny Isles Beach’s goals. Upon City of Sunny Isles Beach’s identification of a path forward, this cost model then becomes the “benchmark” against which future planning and design decisions are made. This method allows the team, when necessary, to test a particular component of the design to determine its compliance with the established budget. Utilizing the cost model and the Preconstruction Cost Event (PCE) log, a control estimate will assist in identifying all aspects of the project and developing a complete GMP Deliverable. During construction, cost controls assist in the: •Procurement of subcontractors, coordinating and notifying City of Sunny Isles Beach of the selections •Performance of constructability reviews •Establishment of cash flow plans •Monitoring of cost performance •Monitoring of schedule and timeline progress •Defining pay application frameworks and criteria •Recording of changes •Informing City of Sunny Isles Beach of authorized changes and bringing expected costs within acceptable limits. Additionally, as is in the design and preconstruction phase, cost controls during construction will continue to be thoroughly integrated with all aspects and processes of the project. The accounting side of cost controls will be tailored to meet the requirements and needs of City of Sunny Isles Beach and to maximize the tax savings; therefore, enhancing the potential of increased scope. Furthermore, Skanska will: •Inspect the work as it is installed to ensure that the quality standards established in the construction documents are exceeded and limit the potential for delays and claims related to re-work. •Review any change order requests from subcontractors to determine their validity and scrutinize the details of the scope and pricing methods for any change order request that is deemed to be legitimate. Potential change orders will be tracked via Prolog as Cost Events throughout the project to ensure all cost issues are addressed efficiently. •Report potential cost issues to City of Sunny Isles Beach and Perkins + Will quickly so that decisions can be made in a timely manner on what mitigating actions may be taken. •Track construction contingency adjustments on a daily basis and monitor them via Prolog.
