Project Approach and Understanding <br />Page 8 <br />the current design process, as it relates to overall schedule and required design deliverables to support procurement and <br />construction activities. We will do this by working with Perkins + Will and other consultants to establish specific design <br />deliverables and corresponding milestones for the project. Design activities must support the construction activities and <br />early communication of these expectations is critical. Because of the significant issues related to both the schedule and <br />technical components of the project, close coordination between the City of Sunny Isles Beach, Perkins + Will and Skanska <br />is imperative. Skanska will be an integral part during this phase and actively participate during the design process and <br />meetings for value engineering, PEP’s, constructability reviews, etc. We will provide schedule and cost comparisons between <br />options and alternates to ensure cost efficient and informed decisions are realized. <br />Value Management <br />Skanska uses internationally recognized systems and procedures for Value Management that center around performing <br />“Functional Analysis” on critical systems and parts of the building with the overall objective being to improve the <br />value of the project. We work with owners, architects, engineers, subcontractors and vendors to optimize operational <br />performance, lower life cycle costs and increase overall cost effectiveness through “value enhanced” planning, design review, <br />constructability review and operational performance review. This is best accomplished through multi-day workshops <br />consisting of multi-disciplinary teams composed of all of the “stakeholders” interested in the project’s success. The <br />participants should be the facilities owner, user, architect, engineers, consultants as applicable, builder/contractor and a <br />Value Management certified leader to manage the effort. This workshop’s purpose is to creatively explore practical, insightful <br />and new ideas to achieve the best value for the owner. The workshop is a forum for decision-making, which fosters <br />cooperation and discussions leading to the formation of a team consensus which is then documented as recommendations <br />for implementation by the design team. <br />Skanska has successfully utilized these techniques to both shorten construction schedules as well as to “re-distribute” costs to <br />better align them with the owner’s vision and requirements. <br />Proof of our ability to utilize these techniques to the owner’s benefit can be seen in the fact that our projects are delivered <br />either early or on-time and built within the owner’s budgets!
