6. DISCUSSION ON PLAQUES TO BE PLACED AT HISTORIC SITES. <br /> Action: Chairperson Del Monico said that she would like to recommend that they form a <br /> committee of two to three members, to investigate appropriate sites and wording of plaques for <br /> the designated sites and to present their findings at the next scheduled Board meeting. Joe <br /> Masters and Tuna Duluc volunteered to be on the committee. Chairperson Del Monico said <br /> that the committee's purview would be to present a design; material; research wording; a <br /> format for public places vs. private places; significance and appropriateness of plaques; take <br /> photos for placements. Hassida Gabor asked about lighting for the plaques. Richard <br /> Schulman will take the pictures. • <br /> Commissioner Goodman asked what the restrictions would be once a site has been <br /> designated, can it be renovated, and Chairperson Del Monico said it is set forth in Ordinance <br /> No. 2004-197. She said when someone goes to the City to get a permit, if it is a historically <br /> designated spot it is red-tagged in the system, therefore, they are presented with an additional <br /> set of paperwork for compliance which requires them to come in front!of this Board and get a <br /> Certificate of Appropriateness, and that anything can be repaired and certain modifications can <br /> be made, the law does allow for renovation, restoration, certain modifications that honor the <br /> historic significance. Acting City Attorney Wright reminded the members that a notice of their <br /> meetings/tour would have to be given to the City Clerk for placement'in the newspaper. <br /> 7. NEW BUSINESS: <br /> Action: <br /> • Historic Standards Booklet. Chairperson Del Monico noted that. at the July 26, 2004 <br /> meeting, it was requested that members get a copy of the Secretary of the Interior Historic <br /> Standards Booklet which answers all those types of questions on renovations, <br /> modifications, etc. City Clerk Hines said she would get them. <br /> • Future Site Criteria: Chairperson Del Monico said that the discussion tonight will give <br /> everyone something to think about for the next meeting to come forward with their ideas <br /> for future sites. Hassida Gabor suggested the Rascal House Sign, and Chairperson Del <br /> Monico noted that they had determined that the Sign, along with the carriage and the <br /> horse, are more in the purview of a museum and City historian properties than they are <br /> Historic Preservation Board properties. Ms. Gabor noted in the last minutes that this was <br /> brought up. Chairperson Del Monico said that she thinks the;Board needs an Legal <br /> Opinion that tells us if items that are signs, memorabilia from Ithe front of hotels like <br /> pelicans, camels, horses and carriages, if that is under the purview of this Board. Richard <br /> Schulman said that this is getting us away from our Mission Statement, and Chairperson <br /> Del Monico agreed. She said that this comes up at every meeting, are we going to <br /> collect memorabilia and designate it as historic, or are we going to focus on structures that <br /> are in the City and have historic significance, and she believed that we had come to the <br /> conclusion that the memorabilia was more under the Historic Trust. She said if we stick <br /> with our Mission Statement that that the Board would only consider structures of historic <br /> significance. She said that the Board had determined that they would support the Historic <br /> Trust in any way that they could to secure these items and find a place for them, but it is <br /> not in the Board's Mission Statement or purview to consider them as historic sites to be <br /> designated by this Board. <br /> Phillip Chernoff suggested the Lagoon Restaurant because it was built by Al Capone. Joe <br /> Masters noted that we do have a lot of artifacts and are hoping that one day there will be a <br /> room in City Hall for them.
