<br /> SR-5/US-1 at SW 32 Avenue Intersection Analysis, FDOT District VI, Miami, Florida. Mr. Spinks served
<br /> as Project Engineer for this study for the Traffic Operations Office. This study performed an assessment of
<br /> S traffic operations and safety at the signalized intersection including a left turn warrant analysis and
<br /> ® queuing analysis. This study was a result of a citizen request to include a left-turn protected phase for the
<br /> SW 32 Avenue approaches to alleviate significant delays experienced by the left turning vehicles from that
<br /> • street. This study included field observations, crash review, delay studies, traffic data collection and
<br /> S development of condition and collision diagrams.
<br /> S SW 8 Street from SW 137 Avenue to SW 127tAvenue Traffic Control Plan (TCP) Traffic Analysis,
<br /> S FDOT District VI, Miami, Florida. Mr. Spinks was the Project Engineer for this study conducted for the
<br /> ® Traffic Operations Office which involved an operational analysis and review of the traffic control plan. He
<br /> S performed traffic analysis to evaluate the existing TCP and tested modified TCP options for the SW 8 Street
<br /> construction zone. He used Synchro/SimTraffic micro-simulation so that the visual animation output could
<br /> IS be presented to the public. This study involved field review, traffic data collection, travel time and delay
<br /> S studies, performing traffic operational analysis, and developing options.
<br /> • SR-826/NW 154 Street Interchange Area Traffic Study, FDOT District VI, Miami Lakes, Florida. Mr.
<br /> S Spinks was the Project Engineer for the traffic operations study for one of the most congested interchange
<br /> S areas in Miami-Dade County. This study involved field observations, traffic data collection, traffic
<br /> operational analysis, development and evaluation of improvement alternatives, preliminary engineering,
<br /> S preliminary cost estimates, trip generation, micro-simulation and operational benefit-cost analysis were
<br /> S performed as part of the study. Performed a traffic operational analysis to evaluate existing and proposed
<br /> conditions for SR-826/NW 154 Street interchange. The improvement concept, estimated at $4 million,
<br /> •
<br /> includes the addition of turn lanes, widening of NW 154 Street, NW 77 Court, and the SR-826 southbound
<br /> S on-ramp. Through micro-simulation analysis, the proposed improvements were found to reduce the
<br /> average delay per vehicle by as much as 48 percent during the peak hours.
<br /> ® HEFT/SR-874 Project Development and Environment (PD&E) Study from US-1/Government Center
<br /> S to SR-874, Florida's Turnpike Enterprise, Miami-Dade County, Florida. As Task Engineer, Mr. Spinks
<br /> assisted in the evaluation for this six and one-half mile PD&E study through the most heavily traveled
<br /> •
<br /> segment of Florida's Turnpike. This project examined widening the HEFT and modifying the SR-874
<br /> S interchange to address capacity and operational safety needs. Task assignee on activities related to PER,
<br /> S SEIR, and public hearings.
