Irwin, AICP, Growth Management Administrator <br /> 10500 N Military Trail <br /> Palm Beach Gardens, FL 33410 <br /> (561) 799-4242 <br /> City Traffic Engineer, City of Palet Beach Gardens, Palm Beach County, FL <br /> As the City Traffic Engineer/Consultant to the City Manager and his staff, McMahon, over two (2) <br /> consecutive contract terms, was responsible for review of site applicant traffic reports for conformance <br /> to City Concurrency Management requirements, and Palm Beach County Traffic Performance <br /> Standards. Review types included: future land use amendments; Developments of Regional Impacts; <br /> site plan reviews; Master Plan reviews; parking studies; operational analyses; development of traffic <br /> signal warrant analyses, and preparation of traffic signal plans; coordination on behalf of the City, with <br /> governing agencies, such as Palm Beach County and the FDOT. Other duties included coordinating <br /> reviews with Palm Beach County and FDOT, attendance at Development Review Committee (DRC) <br /> Meetings, and testifying before the City Council. Performed a comprehensive Parking Accumulation <br /> Study for the Downtown at the Gardens Retail development where parking accumulation surveys were <br /> conducted from Thursday through Saturday to determine the utilization of the parking areas, which <br /> included a parking garage and valet parking service. <br /> SERVICE TYPE — PLANNING/STUDIES AND DESIGN/CONSTRUCTION DOCUMENTS FOR <br /> COMMUNITY REDEVELOPMENT AGENCIES <br /> t McMahon has chosen to list several specific CRA clients and the representative projects that have been <br /> completed for these entities. The professional services provided, range from performing studies, public <br /> involvement, planning, developing scope of work and budgets, to interaction with State and Federal <br /> agencies as an Agent of the CRA. <br /> City of Deerfield Beach/CRA <br /> McMahon, as one of the original consultant partners, assisted the City of Deerfield Beach, in 1998, <br /> obtained their CRA approval from Broward County. From that date through 2009, McMahon <br /> performed various services, including studies, planning and developing design/construction plans. In <br /> 2004, the City hired McMahon as their full-time Consultant.
