KIM, P.E., PTOE <br /> PROJECT MANAGER <br /> I <br /> DISTRICTIVIDE TRAFFIC OPERATIONS STUDIES,FDOT DISTRICT FOUR, FORT LAUDERDALE,FL . <br /> Project Manager: This is a continuing services contract for District Four's Traffic Operations division of the Department of <br /> Transportation. This District is responsible for state roadways within five counties including Broward, Palm Beach, Martin, St. Lucie <br /> and Indian River. This project requires multiple on-site staff providing support for various tasks which typically include performing <br /> field visits and recommendations in response to County. City and citizenry complaints in regard to the State Highway System. Other <br /> Ion-site duties include the review of signing and marking plans for State roadway projects. Various traffic/safety studies are performed <br /> off-site at the request of the Department in the form of Task Work Orders. These work orders vary from intersection investigations to <br /> arterial roadway assessments and typically include recommendations for improvements. Other off-site work includes the development <br /> I <br /> of signing and marking work orders for construction crews to implement. In many instances, coordination and interaction is required <br /> with the general public and public sector agency representative. The contract duration is for 5 years, and a maximum fee of <br /> S1,500,000. Tasks that were performed under this contract included, but not limited to: Signal Warrant Analysis; Left-Turn Phase <br /> Warrant Analysis; School Zone Study; Speed Studies; Strain Pole Analysis; Travel Time Study; Qualitative Assessments <br /> (Intersection); Qualitative Assessment (Arterial Roadway); Pedestrian Crossing Studies; Development of Work Orders for signing or <br /> marking installation; Collision Diagrams; Crash Analysis; Development of Signing and Marking Plans; Assessment/Inventory of <br /> Signage and Pavement Markings;Traffic Volume Counts; Turning Movement Counts; Delay Studies: and Gap Studies. <br /> ICITY TRAFFIC ENGINEER,CITY OF PALM BEACH GARDENS,PALM BEACH COUNTY,FL <br /> Senior Project Manager: As the City Traffic Engineer/Consultant to the City Manager and his staff, over two(2)consecutive contract <br /> terms, responsibilities included review of site applicant traffic reports for conformance to City Concurrency Management <br /> Irequirements, and Palm Beach County Traffic Performance Standards. Review types included: future land use amendments; <br /> Developments of Regional Impacts; site plan reviews; Master Plan reviews; parking studies; operational analyses; development of <br /> traffic signal warrant analyses, and preparation of traffic signal plans; coordination on behalf of the City, with governing agencies, <br /> I <br /> such as Palm Beach County and the FDOT. Other duties included coordinating reviews with Palm Beach County and FDOT, <br /> attendance at Development Review Committee(DRC) Meetings, and testifying before the City Council. <br /> TRANSPORTATION ENGINEERING SERVICES,MARTIN COUNTY,MARTIN COUNTY,FL <br /> ISenior Project Manager: Responsible as the Contract Liaison to the County, on this task order based contract. Work included a <br /> license plate survey, traffic study and application for a Level of Service Variance for State Road 710/Warfreld Boulevard in western <br /> Martin County. Other responsibilities in dealing with assigned work orders, included intersection data collection for the entire <br /> County, and obtaining manual turning movement counts at traffic signalized and unsignalized locations for morning and afternoon <br /> Ipeak hours. In addition, duties included representing the County with the FDOT, as a reviewing agency, for compliance with specific <br /> task order analyses. <br /> ITRANSPORTATION ENGINEERING SERVICES,CITY OF PORT ST. LUCIE,ST. LUCIE COUNTY,FL <br /> Senior Project Manager: Responsible as Contract Liaison to the City, on this task order based contract. The work included multiple <br /> reviews of applications, submitted by developers, seeking approval from the City, proposing both minor and major development <br /> impacts within the boundaries of the City. Reviews involved evaluations of Land Use Amendments, traffic impact studies, <br /> Iunincorporated County lands being annexed into the City, calculations of impact, and reviews of multi-family proposed development <br /> sites. Other responsibilities required assisting the City by meeting with the various applicants, who were seeking approval from the <br /> City, and coordinating with their professionals to resolve comments/concerns on the impact(s) of the development through the <br /> approval/application process. <br /> I <br /> CODE REVIEW', INDIAN RIVER COUNTY, INDIAN RIVER COUNTY,FL <br /> Senior Project Manager: Responsible for providing a comprehensive and comparative review of the County's code of ordinances <br /> Ipertaining to traffic concurrency management system, roadway levels of service, traffic impact study methodology, roadway <br /> improvement design and access management criteria. The County's code was compared to five other Florida Counties, as follows: <br /> Collier, Martin, Miami-Dade, Palm Beach and Sarasota. The analysis required a review of the code of ordinances of each county, <br /> I <br /> interviews with the engineering and planning departments and preparing recommendations of code/ordinance changes to Indian River <br /> County's Code of Ordinances. In addition, a presentation was made to the Indian River County Commission regarding the <br /> recommendations to the code(s)/ordinance(s), pertaining to the traffic concurrency management system. <br /> I <br /> SIMcMAHON CITY OF SUNNY ISLES BEACH <br />
