He provided and continues to provide management <br /> and technical support for traffic engineering and safety studies, transportation planning, land use planning, including public • <br /> involvement and coordination with local governments. He provided quality assurance and quality control on all of the above <br /> ' activities. <br /> • 2005 to 2009—Reviewed more than 70 traffic impact studies for the City of Doral and other municipalities. He also prepared <br /> several traffic impact studies for the private sector. He conducted traffic engineering studies for the Florida Department of <br /> Transportation (FDOT) District 6 and District 4 and provided traffic engineering analyses and design support for major <br /> SIS/FIHS PD& E projects, such as portions of the 1-95 corridor in FDOT District 4 as well as other districts. He successfully • <br /> managed and completed major studies such as the Transportation Master Plans for Doral, Cutler Bay and Miami Gardens; <br /> ' Transportation Elements for Miami Gardens, Hialeah, Miami Beach and Cutler Bay and Transportation Concurrency <br /> Management Areas (TCMA) for Miami Gardens, the TCMA updates for Hialeah and Sarasota; traffic calming studies for <br /> Palmetto Bay and numerous traffic engineering studies (including capacity/level-of-service analyses, operations, safety, <br /> ' traffic calming and access management)for Hialeah, Miami, Miami Beach, Miami Gardens, Doral, Cutler Bay and Palmetto <br /> Bay. He performed crash/accident analyses to determine the cause and develop improvement recommendations. <br /> FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT 6 (1981-2004) PLANNING MANAGER <br /> ' He was in charge of the District Planning Office which included managing and directing transportation planning functions <br /> and related programs in Miami-Dade and Monroe Counties pursuant to all state and federal requirements. This included <br /> managing consulting firms and all fiscal/budget related matters for the Planning Department and traffic engineering analysis <br /> ' support. These areas covered functions such as the Miami-Dade Metropolitan Planning Organization (MPO) Urban <br /> Transportation Planning Process; development of transportation improvement projects, Air Quality; Florida Growth <br /> Management Process, concurrency reviews/capacity/level-of-service determinations and many reviews of proposed land <br /> developments (including DRIs) traffic impacts to the state highway system; functional/jurisdictional designations; access <br /> ' management classifications; Interstate Highway System designations; transportation statistics; transportation planning <br /> support to the MPO; transportation management systems and several major traffic engineering, roadway safety and <br /> transportation corridor studies, including 1-95, 1-395, SR 826/Palmetto Expressway and Krome Avenue among others. <br /> ' • ASSISTANT DISTRICT TRAFFIC OPERATIONS ENGINEER <br /> Responsible for directing and conducting traffic engineering, roadway capacity/level-of service analyses, operations and <br /> ' safety studies for the District to determine needed improvement projects. Responsibilities included traffic regulatory <br /> requests and development and preparation of traffic construction plans. He performed crash/accident analyses to determine <br /> the cause and develop improvement recommendations. He performed numerous reviews of traffic impact studies on behalf <br /> of the District. Tasks and functions included managing engineering consultants. <br /> ' • DISTRICT TRAFFIC ENGINEERING DESIGN ENGINEER <br /> Managerial position with the overall responsibility of ensuring that traffic engineering design standards and procedures were <br /> ' followed and adhered to Districtwide. He provided guidance and assistance to engineering personnel in evaluating traffic <br /> engineering issues, traffic engineering, highway capacity/level-of-service analyses and traffic design related functions.Tasks <br /> and functions included managing engineering consultants. <br /> ' • DISTRICT INTERNAL ROADWAY DESIGN ENGINEER <br /> Management position responsible for directing the District Roadway Internal Design Unit. He was responsible for overseeing <br /> all activities leading to complete preparation of roadway design plans. This included traffic engineering design. Tasks and <br /> functions also included managing engineering consultants. Mr. De Arazoza was responsible for conducting more than 20 <br /> corridor studies, many of which were major undertakings such as FIHS Master and Action Plans and more than 50 traffic <br /> operations and safety studies. Most of the corridors studies involved traffic operations and engineering analyses (including <br /> roadway capacity/level-of-service analyses) as well as roadway design engineering applications, social, environmental and <br /> economic considerations.
