0 <br /> ® In general, our projects are brought in on budget. We prepare cost estimates from schematic design and through- <br /> ® out the process we continuously update them and back check them to reflect current market conditions and trends. <br /> ® At the end of each design stage- we review project budget vs. program to make sure our original assumptions and <br /> program have not been altered to affect the final outcome. During the construction documentation process, the <br /> ® C+R team will submit updated cost estimates with all progress submittals, as well as a final bid tabulation set. We <br /> CO continuously hold a percentage of the budget as a contingency during all estimates which begins at 20% during <br /> schematic design and is progressively reduced as elements and construction documents are developed. In addition, <br /> we generally recommend a series of additive alternates, so that if the bids come in more favorably, more elements <br /> ® can be added to the project. We involve our consultants in all aspects of the development of estimates to make <br /> ® sure each element is properly budgeted. We maintain a database of projects recently bid so we can continuously <br /> compare and update our cost assumptions. <br /> ® Our quality control process focuses on eliminating omissions and confusion within the construction documentation <br /> ® process, thereby minimizing addendums and change orders during bidding and construction. <br /> ® Design Process <br /> ® The design process that we have outlined as part of this response is one that we repeatedly use for our public and <br /> ® private clients. It enables early dialogue with all relevant governing agencies, analysis of codes and regulations and <br /> workshops with the City officials and residents. In these workshops we will be discussing these regulations within the <br /> ® context of finding the most cost effective, time effective and successful solution to the established goals. <br /> We are proposing to follow this process for the development of the all tasks assigned to our team. We of course are <br /> 0 open to changes from the City's staff to tailor the process to more specific goals which we may not be aware of at <br /> ® this point. <br /> ® Public Participation <br /> c(I Our team believes in the collaborative process, in which the citizens and other affected parties can create strategic <br /> ® vision plans and resolve complex land use issues. We propose a process by which we establish an effective corn- <br /> ® munication system, enable the interested parties to assess and synthesize data, and provide them with the tools to <br /> generate and direct settlement options. <br /> ® For each project task our team proposes a series of early interviews with key stakeholders to assess their interest and <br /> understand their concerns. Depending on the scale and schedule for the task — public workshops can be conducted <br /> ® to seek broader input, or the team can work within the framework of a steering committee representative of the <br /> • project stakeholders. <br /> O Our approach builds upon these steps and proposes the following Scope of Services. Depending on the nature of <br /> • the project task order— some of these steps can me modified or eliminated to fit the particular scope. <br /> ttJ Phase 1 : Project Start-up, Data Collection and Analysis <br /> ® Task 1 .1- Project Start-up and On-Site Kick-Off Meeting <br /> ® a) Project start-up includes project manager coordination with the client to refine schedule and mile- <br /> stones, develop an agenda for the kick-off meeting, identify other key stakeholders, and discuss the <br /> ® appropriateness of establishing a steering committee for the project composed of staff representatives <br /> ® of the City of Sunny Isles, business and community leaders (if appropriate) and other appropriate <br /> agencies or groups. <br /> ® b) Kick-Off Meeting: At the beginning of the project we suggest the entire Team meet on-site to walk the <br /> 0 project. The purpose of this meeting is to conduct a detailed briefing with the city to confirm goals <br /> and objectives of the project, discuss issues and opportunities, and conduct a walking tour of the site <br /> ® to gain specific insight into elements of the project. <br /> ® c) Stakeholder Interviews: To the extent necessary, the team will conduct interviews with key individuals <br /> ® or groups with historical involvement in the project area, to understand their needs, concerns and <br /> O expectations. <br /> ® Curtis + Rogers Design Studio RFQ 12-04-02 36 <br />
