D. Approach and Methodology <br /> <br /> <br /> <br />It is our understanding that the City of Sunny Isles Beach is in need of a Professional Surveying <br />firm to complete surveys along its shoreline that meet the requirements of the Florida <br />department of Environmental Protection, Bureau of Beach and Coastal Systems “Monitoring <br />Standards for Beach Erosion Control”. And have knowledge and expertise with the FEMA <br />Disaster Assistance Fact Sheet DAP9580.8. <br /> <br />While these standards and directives are specific in their desired deliverables and outcomes, <br />surveying in a surf zone requires a specific set of skills and equipment to safely and accurately <br />complete the work. <br /> <br />Approach <br /> <br />A. We will meet with the City and Miami‐Dade County to coordinate the work effort so <br />as to optimize the benefit to the City by minimizing the duplication of services. <br /> <br />B. We will contact Law Enforcement and Public Safety agencies to coordinate access to <br />the beach and nearshore waters so as to protect the safety of the public. <br /> <br />C. As required we will utilize National Geodetic Survey (NGS) 2nd order or higher <br />horizontal and vertical control points for establish coordinates and elevations for the <br />survey. More than likely when using RTK/GPS our base station will directly occupy an <br />NGS Vertical Control Monument. From research completed in preparation for this <br />submittal it appears that all NGS control monuments within the city have been <br />destroyed, more than likely due to construction. <br /> <br />We will be able to use control that we have previously set at Haulover Park that <br />meets the required standard to complete the surveys. <br /> <br />D. The horizontal datum will be established on NAD 83(90) State Plane Coordinate <br />System, Florida East Zone. The vertical datum will be NAVD 88. <br /> <br />E. We propose to use Real Time Kinematic (RTK) GPS for vertical and horizontal <br />positioning for both the topographic and hydrographic portions of the job. In some <br />cases when circumstances dictate (such as tall building that block GPS signals), A <br />robotic total station will be used. <br /> <br />F. Prior to commencement of work and at the end of the work day the topographic and <br />hydrographic survey crews will verify the accuracy of their respective GPS <br />equipment against a known control point. The horizontal and vertical control point <br />used will be verified with other control points in the area. <br />
