City of Sunny Isles Beach |Request for Qualifications No. 16-06-02 14 SECTION 4 EVALUATION PROCESS 4.1 EVALUATION COMMITTEE AND PROCESS A fact finding committee will be established to review all submittals in response to this RFQ. The committee will first review each submittal for compliance with the minimum qualifications set forth in Section 2.4 of this RFQ. Firms may be deemed non-responsive if they do not meet the minimum qualifications. Next, the fact finding committee will review the submissions to determine if they are responsive to the RFQ requirements outlined in the solicitation. A responsive proposal is one which follows the requirements of this solicitation that includes all documentation, is submitted in the format outlined in this solicitation, is of timely submission, and has the appropriate signatures as required. Failure to comply with these requirements may result in the proposal being deemed non-responsive. Firms who have both met the minimum qualifications and where their submissions were deemed responsive and responsible will be further reviewed by the committee. Evaluation of submissions will include the criteria set forth in Florida Statute Section 287.055. The fact finding committee will then submit their findings to the City Manager who will rank the Firms for award consideration. The City reserves the right to accept or reject any or all submissions, based upon its deliberations and opinions. If oral presentations are requested by the City, Firms will be given one week to prepare and present to the fact finding committee. The City Manager will re-rank the Firms upon the completion of the oral presentations. After the ranking has been completed, the City Manager will present the ranking of the top Firm(s) to the City Commission for consideration. The City Manager reserves the right to cancel this solicitation at any time. END OF SECTON
