The City is also reviewing the potential for other parks and open space areas. They will continue to explore this possibility and to utilize development incentives for privately funded recreation facilities. The Recreation and Open Space Element is also intended to deal with the cultural needs of the City; and while the majority of the goals, objectives and policies of this element provide for recreational opportunities as their primary function, the City of Sunny Isles Beach has expanded its cultural and educational programs. It has increased citizen participation in all planning efforts relative to cultural resources and protection of historical resources. With respect to implementation of the Plan, the current Land Development Code is accounted successfully for inclusion of the Recreation and Open Space District, which is intended to provide for the open space, recreation and cuJtural needs of the City. On April 15, 2004, the City of Sunny Isles Beach created a Historic Preservation Board through Ordinance No. 2004-197. The Board consists of seven members of the community and has the power to recommend structures to the City Commission for designation as historic landmarks and historic landmark districts. The Board also advises the City Commission on all matters related to the use, administration and maintenance of City-owned structures and districts designated as historic. At the time the Comprehensive Plan was adopted, there were no designated historic structures. The City should now focus on identifying opportunities relative to any structures or districts for historic preservation consistent with the adopted intent of its Historic Preservation Ordinance. Capital Improvements Element The City's eight-year Capital Improvement Program is updated on an annual basis to reflect priorities for tl"le upcoming year. According to the adopted FY 2004/2005 Adopted Budget, the City has been able to accommodate all of their needs related to both municipal services and infrastructure improvements without raising the tax rate due to the continued growth of the tax base. In the last year, revenue from property taxes increased by $2,259,633 and other revenues are expected to increase by approximately $377,671 upon completion of the City's current projects. The main source of revenue for the City is the greatly increasing tax base. The City's costs for infrastructure improvements and services will be in higher demand as the population grows. Table 3.12 describes the projected tax base growth through 2010/2011. This is an indicator of the intense economic growth the city is expected to experience in the coming years.
