Therefore, <br />no collection and expenditure zones are necessary for this type of fee. The recommended <br />impact fee for parks and recreation facilities is primarily derived using a plan-based <br />approach. The impact fee methodology is shown in Figure 8. All capital costs have been <br />allocated 100% to residential development. The main focus of the park impact fee is to <br />provide additional improvements to the existing park sites. Because the City does not <br />expect to significantly increase park acreage through build out, and given the fact that <br />existing park sites were purchased with a combination of grant funding and bonds, the cost <br />of land for parks is excluded from the impact fees.
