)

The experience of Bennett/Yarger Associates as an Executive Recruiter is relevant to our
qualifications for this task. We work as recruiters in the public sector. In most of our
engagements, we are hired because a municipality is facing some kind of severe crisis or
difficulty and new leadership is required. In order to be effective recruiters we must
understand and articulate the problems a new executive will face as well as specify the
kinds of skills he/she will require. As a result, the typical recruitment project involves
diagnosing organizational problems, so that a pool of candidates with relevant skills can
be presented. We have recently performed recruitments for the City of Washington D.C.
(three- (3) cabinet level positions) and the City of Boston Regional Planning Agency
(Executive Director for an organization facing severe budgetary issues).

In addition to our consulting experience, the way we staff our consulting engagements is
relevant. We use senior, experienced managers and practitioners to staff our
engagements. This provides our clients with very high levels of expertise from seasoned
professional who have served as top executives in complex organizations.

)

Of particular relevance to this project are the skills and client consulting experience
brought by Richard Bennett, Donald Jacobs, Mike Lafave and Frank Culross. All of
these senior consultants are recognized leaders in enhancing municipal management,
organization efficiency and employee performance.

Staffing Plan: Project Management Team

The consulting team for this project consists of three- (3) senior consultants. Each of
these consultants has extensive knowledge of municipalities in Florida and with
municipal utilities. Our approach to this engagement is the designation of project leaders
to oversee the diverse elements of the business plan analysis and development

Management. Dick Bennett. Principal of Bennett/Yarger Associates will be the overall
project manager. He will oversee all aspects of the project and ensure quality control.
Working collaboratively, Dick Bennett and Donald Jacobs will draft and manage the
work plan, coordinate and schedule the project team members, perform consulting work
and serve as a reviewer and editor of all elements of the project. Donald I. Jacobs, Senior
Associate, will work on the project in Sunny Isles Beach to ensure project continuity and
serve as the on-site representative of the firm.

)

3
