<br />A. Project Team <br /> <br />The team we are proposing for the City of Sunny Isles Beach project includes our most experienced <br />consultants. <br /> <br />The Principal in Charge of the project will be James L. Mercer. Mr. Mercer is President of our firm. He <br />is a Certified Management Consultant and has extensive experience in all phases of management <br />consulting including compensation, classification, and performance appraisal. Mr. Mercer will be <br />available if needed to assist in this project. <br /> <br />The Proiect Manager will be Phillip Robertson, Senior Vice President of our firm. He possesses extensive <br />knowledge of all phases of compensation and classification and all areas of local government <br />management. He will be responsible for assuring the quality of our work, the adherence to expected <br />schedules and the delivery of our work products. <br /> <br />The Vice-President supporting Mr. Robertson will be Kay Robertson. Mrs. Robertson has extensive <br />compensation and classification experience in both the public and private sectors. <br /> <br />Leslie P. Foster is the Technical and Administrative Analyst out of the Raleigh Office. Ms Foster will be <br />providing additional support for this project. <br /> <br />Resumes for each of our team members are included in this section. <br /> <br />James L. Mercer. President <br /> <br />Mr. Mercer holds a Master of Business Administration degree from the University of Nevada, Reno, and a <br />Bachelor of Science degree in Industrial Management from the same institution. He has also received a <br />Certificate in Municipal Administration from the University of North Carolina at Chapel Hill, and is a <br />graduate of the Executive Development Program at Cornell University. Mr. Mercer has more than 26 <br />years experience in management consulting. He has authored three books, co-authored three books, and <br />has written more than 250 articles on various phases of public management. His experience covers the <br />following functional areas: compensation and classification, organization analysis, management systems, <br />productivity improvement, seminars/training, public sector executive search, strategic planning, and <br />general consulting.
