This experiment formed the basis for the current <br />national local government database in this area. <br /> <br />Prior to forming The Mercer Group, Mr. Mercer was President of Mercer, Slavin, & Nevins, Inc. and a <br />Regional Vice President of Wolfe & Associates, Inc., with which he previously merged his own local <br />government consulting firm, James Mercer & Associates, Inc. He has also been Director of Government <br />Consulting Services in the southeastern and southwestern regions of the United States for Coopers & <br />Lybrand. He has been a National Program Director with Public Technology, Inc., and served as Assistant <br />City Manager of Raleigh, North Carolina. This was preceded by ten years of private sector and university <br />faculty and staff experience. Mr. Mercer is a frequent featured speaker, organizer and panelist at local <br />government conferences, professional, and civic clubs, etc., on issues of productivity improvement, <br />management, office automation, entrepreneurship, etc. <br /> <br />Mr. Mercer has received many honors, including the prestigious George C. Franklin Memorial Award <br />from the North Carolina League of Municipalities for Excellence in Public Administration and election to <br />Beta Gamma Sigma, the national honor society in business and administration. He has also served on <br />several private and public Boards, including the University of Nevada Foundation, the School of Business <br />Advisory Board at California Polytechnic State University in San Luis Obispo, and the Public Administra- <br />tion Program at the University of South Carolina.
