<br />Phase I <br /> <br />STEP 1. Orientation <br /> <br />Because of the significance of any type of compensation study, a clear understanding of and agreement <br />to the work plan is critical. We will begin the project by meeting with all appropriate City officials and <br />management including but not limited to the City Manager and Human Resources Director to clarify <br />the following issues: <br /> <br />· Specific issues regarding the current classification and pay structure(s); <br /> <br />· Develop the list of comparable organizations to be surveyed; and <br /> <br />· Study time line and methodology. <br /> <br />At the orientation, we will also obtain information on current practices and job specifications. <br /> <br />Phase II <br /> <br />STEP 2. Job Analysis <br /> <br />The Mercer Group, Inc, consultants will review and analyze all job descriptions/classifications to <br />ensure a thorough understanding of all positions; we will work with the City to identify appropriate <br />benchmark positions. <br /> <br />Phase III <br /> <br />STEP 3. Market Analysis/Survey <br /> <br />The survey instrument will be developed as part of our assessment and understanding of the <br />needs of the City. We will work with the City to come to an agreement on the organizations to be <br />included in this survey. <br /> <br />We may recommend that the market survey be a request for the comparable organization's entire pay <br />plan with a follow-up telephone or personal survey for clarification of information. This approach will <br />shorten the time normally needed to receive and analyze the information. We will develop the <br />appropriate strategy with the client at project orientation.
