<br />ARTICLE III - GRANT ADMINISTRATION <br /> <br />SECTION 1. FUNDING ALLOCATION ADMINISTRATION & REIMBURSEMENT <br />POLICY <br /> <br />A) Grant Agreement or Interlocal Agreement <br />1) As a condition of award of a Funding Allocation, the BBC GOB Program and the <br />Recipient shall enter into a Grant Agreement or an Interlocal Agreement, as the case may <br />be, which sets forth the responsibilities and duties of each regarding administration of the <br />approved Project and approved Funding Allocation. <br /> <br />2) The Grant Agreement or the Interlocal Agreement, as the case may be, shall specify the <br />following and shall incorporate such other terms and conditions as may be required by <br />particular circumstances: <br />a) A Project Narrative/Description of Project, including location of Project, and <br />beginning and end dates; <br />b) An overall budget for the Final Project, identifying additional sources of revenue; <br />c) A Funding Allocation line item budget (proposed use ofBBC GOB funds); <br />d) If the Recipient is a Community-Based Organization or other entity (not a <br />Municipality or Public Agency, a letter of commitment of matching funds validly <br />executed committing the organization to raise any additional capital funds necessary to <br />complete the Project, and committing to provide operating, maintenance and <br />programming funds upon completion of the Project, all as authorized and approved by <br />the Recipient's Board of Directors or governing entity; <br />e) If the Recipient is a Municipality or Public Agency, a letter of commitment of <br />matching funds validly executed committing the organization to appropriate capital <br />funds necessary to complete the Project and to provide operating, maintenance and <br />programming funds upon completion of the Project, all as authorized and approved by <br />the governing board of such Municipality or Public Agency; <br />f) Certification of ownership, or evidence of lease or other use agreement for a <br />minimum un-expired term of 25 years; <br />g) Business pIan and/or operating pro-forma, defining and identifying strategies to <br />address the impact the Project will have on the organization's operational structure; and <br />h) A list of consultants that will be involved in the development of the Project (e.g., <br />Owner's project manager(s), Architecture and Engineering team, Specialty Consultants, <br />Developers, General Contractor or Construction Manager, etc.) as they become <br />available. <br /> <br />Building Better Communities Administrative Rules <br /> <br />11 of22 <br />
