<br />The Mercer Group, Inc. approach to Classification and Compensation stresses participation at all <br />levels. The result will be a new system that is truly developed by those who must live with it. <br /> <br />Work Program and Schedule <br /> <br />In order to meet the client's specific objectives for this project, we have developed a work plan <br />consisting offour (4) phases and six (6) steps, as follows: <br /> <br />Phase I <br /> <br />STEP I. Orientation <br /> <br />Because of the significance ofa classification and compensation study, a clear understanding <br />of and agreement to the work plan is critical. We will begin the project by meeting with all <br />appropriate City officials including but not lirnited to the City Manager and department heads <br />to clarify the following issues: <br /> <br />· Specific issues regarding the current classification and pay structure( s); <br /> <br />· Specific issues regarding individual Departments and Divisions (group meetings and <br />individual meetings with each department head); <br /> <br />· Understanding of the objectives for the systems; <br /> <br />· Review of The Mercer Group, Inc. classification and analysis methodology, including <br />specific forms such as the position questionnaire; <br /> <br />· Policies regarding review and employee appeal of recommendations; <br /> <br />· Begin development of a list of organizations for the "rnarket analysis," including public and <br />private ernployers (Management will participate in the process of development of the <br />cornparable organization list); and <br /> <br />· Implementation strategy for results of the study. <br /> <br />At the orientation, we will also obtain information on current practices. We will then provide the <br />initial communication to employees through group meetings, written explanations, or both, <br />depending on the needs of the organization. The Mercer Group, Inc. prefers to rneet with <br />employee groups to review the process and how the ernployees are going to be asked to <br />participate. Classification and Compensation Studies can produce anxiety with ernployees. We <br />have found that open discussions with employees at the beginning of the study helps employees <br />understand what to expect from us and what we are going to ask of them. It also allows <br />employees the opportunity to voice any concerns or questions and meet the consultants.
