<br />__ EXPERIENCE WITH FEMA REQUIREMENTS <br /> <br />Solid Resources, Inc. (SRI) has developed a team of 40 full-time employees with a superior working knowl- <br />edge of the eligibility guidelines for FEMA, FHW A, USACE and NRCS technical programs to ensure the <br />highest level of successful reimbursements to its clients. SRI's Recovery Team Public Assistance Coordina- <br />tors, Project Officers, Debris Specialists and other Technical Specialists are highly competent and experienced <br />in all facets of FEMA grant management and disaster recovery services; with backgrounds and training in a <br />wide variety of fields as well as in emergency management. We believe in going above and beyond our cli- <br />ents' expectations when it comes to quality of work. <br /> <br />SRI is uniquely suited to provide debris monitoring services to the City of Sunny Isles Beach because of: <br /> <br />. Extensive experience providing disaster management services for the Florida OEM and DOT; <br /> <br />. SRI has been tasked by the Florida Department of Transportation (FDOT) to provide emergency recov- <br />ery training to FDOT staff, as well as Florida state agencies and local governments statewide; <br /> <br />. Extensive FEMA and FHW A debris removal and disposal monitoring experience; <br /> <br />. SRI has provided an entire array of emergency management services to the FOOT including prepara- <br />tion of project worksheets, appeals, Summary of Documentation and assistance with final closeouts in <br />conjunction with FEMA staff; <br /> <br />. SRI's professional staff have an unparalleled knowledge of all FEMA, FHWA, USACE and NRCS <br />reimbursement requirements; <br /> <br />. Extensive experience developing and maintaining automated accounting systems and conducting audits <br />of reimbursements for debris costs paid by FEMA and FHW A to local governments at the request of <br />the Florida Department of Transportation and Florida Division of Emergency Management <br /> <br />SRI is currently under contract with the Florida Department of Transportation to provide Public Assistance <br />Coordinators and Project Officers to all Florida counties in which disasters have been declared since 2004. For <br />the past 22 months SRI has assisted more than 800 FEMA Public Assistance applicants and have handled ap- <br />proximately $4.3 billion in projects. SRI's staff are experienced in providing emergency management work at <br />the federal, state and local levels. The SRI Public Assistance (P A) Team has provided sixty (60) Public Assis- <br />tance Coordinators and Project Officers to assist with the post-disaster recovery process in the State of Florida. <br /> <br />The FDOT has also tasked SRI to develop and execute an audit program that will meet the requirements of <br />both the FHW A and the FOOT to verify that hurricane related FHW A Emergency Relief (ER) Program expen- <br />ditures (specifically payments made to local governments) are in compliance with State and Federal require- <br />ments. The audit program consists of reviewing approximately $500 million in FHW A-ER program related <br />costs that were associated with the 2004 hurricanes; to verify that audited expenditures were in compliance <br />with all applicable laws, rules, regulations and procedures. <br /> <br />SRI was instrumental in forming the State's first Disaster Debris Team and assisted FEMA in the development <br />of FEMA' s debris training seminar in 2006. Training materials prepared by SRI emphasized the environ- <br />mental requirements of debris operations. No other emergency management firm has done more to assist Flor- <br />ida local governments recover and process their Federal reimbursements than SRI, and the depth and breadth <br />of experience held by our professional staff is unmatched. <br /> <br />Following Hurricane Wilma, SRI was responsible for monitoring the debris removal of approximately one mil- <br />lion cubic yards of storm debris in Collier County.
