__ AVAILABILITY OF STAFF
38. ABILITY TO HAVE STAFF READILY AVAILABLE

SRI has a proven track record of responding immediately to our clients' emergency needs. In most instances
we have had key management personnel positioned at disaster sites within 12-24 hours of a storm event, ready
to assist with coordinating and monitoring the critical first push of debris from high priority roadways. If a
storm event threatens southeastern Florida, SRI will plan to assign a Project Manager to the City of Sunny
Isles Beach's Emergency Operations Center or Debris Management Center 24 - 48 hours before a storm sys-
tem makes landfall. Within 24 hours of the Notice to Proceed, all key management personnel and first push
roadway monitors will be mobilized to the City. Within 72 hours of the event, all trained roadway, disposal
site and supervisory monitors, in numbers appropriate to the disaster event and as directed by the City, will be
in position and ready to work.

SRI will assign a Project Manager as the Department's Debris Manager's primary point-of-contact for the du-
ration of the project. The Project Manager will be responsible for all SRI personnel and services provided,
will also prepare reports on debris collection activities and will oversee all project activities. The staff listed in
Standard Form 330 will be committed to, and available to the City of Sunny Isles Beach throughout the course
of each hurricane season during the contract period.

While other firms utilize inexperienced employees from temporary staffing agencies during emergency situa-
tions, SRI maintains a cadre of over 800 experienced and trained disaster debris management and monitoring
professionals who are on-call and available for immediate deployment. Employees and new hires residing in
Miami-Dade County and its surrounding areas will be given first hiring preference during the course of this
project. When responding to and recovering from a disaster supported by the SRI Disaster Debris Management
Team, the City of Sunny Isles Beach will know that it is receiving the best disaster management and recovery
services available; provided by a company that is not over-obligated and is dedicated to making the City of
Sunny Isles Beach's needs its priority.

As demonstrated by the number of communities successfully served by SRI during the 2004 and 2005 hurri-
cane seasons, Solid Resources, Inc. is uniquely capable of handling multiple, large-scale projects and simulta-
neous work tasks while maintaining customized, individual responses to localized needs.

3b. ABILITY TO KEEP STAFF READILY AVAILABLE

Solid Resources has a proven track record of providing every client with the appropriate level of debris moni-
toring staff as required by event severity and requested by the client in order to satisfy FEMA monitoring re-
quirements. In order to assure continuity of operations, all field and disposal monitors are SRI employees and
committed to provide services to the client for whatever period is necessary to complete the debris removal
operations. All supervisory and management staff are full-time employees of SRI and therefore are prepared to
provide services to the City of Sunny Isles Beach both pre- and post-event until acceptance of the final load
ticket reconciliation has been approved by City staff.

Solid Resources, Inc. has signed a teaming agreement contract with Dewberry & Davis, LLC which ensures
that Mr. Swan will be dedicated to the City's project until final completion and acceptance.

SOLID Q RESOURCES

r..'....y~:r',,~lL.....,.-Al &. 1:..'!EJlLIL"-lCY ~V1Cl.S

7
