<br />As fieldwork is completed, SRI will produce, collect, and organize all paperwork such as load tickets. All data <br />are then entered into the SRI database, which will later provide supporting invoice detail to ensure successful <br />reimbursement from funding agencies. This will occur throughout the project but with particular focus early in <br />the project to establish good practices of field personnel and a superior process. <br /> <br />SRI will implement and maintain a disaster debris data management tracking software system that: <br /> <br />. Ensures proper storage and organization of debris collection debris data; <br />. Links load tickets to any parameter - contractors, trucks, TDSRS information, etc.; <br />. Streamlines record reconciliation of each load of eligible debris; <br />. Provides daily, weekly, monthly and project-wide customized reports as required by the City's <br />Project Manager showing recovery status, schedule updates, and project completion forecasts; <br />. Streamlines debris removal contractor invoice reconciliation, and cost projections; and <br />. Provides the necessary details to submit to the FEMA and other funding agencies for use in Project Work- <br />sheets and other types of reimbursement applications such as Detailed Damage Inspection Reports <br /> <br />SRI's debris tracking software is extremely flexible as to its management, input, predetermined field selections <br />and reporting output. Reports can be fully customized to meet any of the City's needs or requirements. <br /> <br />2b. IDENTIFICATION OF A SIGNIFICANT PROJECT ISSUE <br /> <br />As was discovered during the 2004 and 2005 hurricane seasons, one of the main issues that can develop during <br />the course of a disaster debris removal operation is the accurate monitoring and tracking of debris removed <br />from Federal-Aid (FA) eligible roads. As federal benefits cannot be duplicated, any costs incurred by the City <br />of Sunny Isles Beach for debris removed from FA roads during first pass can only be reimbursed by the Fed- <br />eral Highways Administration (FHW A) and cannot be reimbursed by FEMA. Numerous applicants throughout <br />the state are currently attempting to segregate the FA eligible debris removal and monitoring costs in order to <br />prepare Detailed Damage Inspection Reports (DDIR) for submission to the FHW A through the Florida Dept. <br />of Transportation (FOOT). This procedural step is required so that the FEMA Project Worksheets for the over- <br />all debris removal project can be processed, approved, obligated and funded throughout the project. Inability <br />by some applicants to segregate costs has resulted in substantial funds being de-obligated at the time of project <br />closeout. <br /> <br />SRI has developed a methodology in which the segregation of the FA eligible costs is accomplished automati- <br />cally through the use of F A designated debris removal contractor crews, monitors and load tickets. As soon as <br />the first pass operations are completed, a DDIR can be prepared for the City of Sunny Isles Beach for submis- <br />sion to FOOT. The remaining debris recovery costs from roadways can then be submitted to FEMA. <br /> <br />2c. PRACTICALITY OF APPROACH <br /> <br />Working from the Keys to the Panhandle, the practicality of the Solid Resources' technical approach has been <br />demonstrated following the impacts of eight hurricanes in Florida during 2004 and 2005. Other debris manage- <br />ment firms have mimicked SRI's use of the Incident Command System structure to mobilize, adjust and demo- <br />bilize debris monitoring resources. The use of similar techniques by competing firms provides positive confir- <br />mation that the SRI approach is practical in a real emergency situation and that its comprehensive but flexible <br />structure provides a superior degree of quality control, minimizes monitoring costs and provides for rapid and <br />complete reimbursement of all eligible debris removal costs. <br /> <br />Daily processing and data entry of all load tickets, combined with daily mapping of the status of the debris re- <br />moval activities is the most practical methodology to ensure successful reconciliation of load tickets and in- <br />voices, while providing debris removal status updates to the City and its citizens.
