Summary Minutes: Regular City Commission Meeting

June 17,2010

City of Sunny Isles Beach, Florida

lOG. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida,
Establishing a College Scholarship Program for High School Students from the City of
Sunny Isles Beach as Part of a Drug Prevention and Safe Neighborhood Program;
Creating a Funding Source for the Scholarships; Creating a Scholarship Committee and
Establishing Minimum Requirements for the Selection of Scholarship Recipients; Providing
the City Manager and the Chief of Police with the Authority to Do All Things Necessary to
Effectuate this Resolution; Providing for an Effective Date.

Action: [City Clerk's Note: This Item was heard after Item 7 B. See additional action under
Item 4A.] City Clerk Hines read the title, and Mayor Edelcup reported.

Public Speakers: Bob Welsh; Marianna Talalaevsky; Dr. Enid Weissman, Principal;
Principal Sally Alayon; Dr. Martin Karp

Commissioner Brezin proposed that a one year residency be a requirement, and after
discussion it was the consensus of the Commission that the applicant be required to be a
current resident of Sunny Isles Beach for a minimum of one year.

Mayor Edelcup asked the City Attorney's Office to work with the Police Department to be
able to segregate Police Forfeiture Funds so that this amount of money can be earned
annually and interest will work in perpetuity so that what we are creating here today will still
be valid for many years.

Commissioner Brezin moved and Vice Mayor Thaler seconded a motion to approve this
resolution, as amended. Resolution No. 2010-1574 was adopted by a voice vote of5-0 in
favor.

10H. Add-On:
A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving
an Agreement with Frank Prats and Juan T. Echavarria for the Purchase and Sale of
Real Property Located in the Eastern Part of the Golden Shores Neighborhood, in the
Amount of $200,000.00 with a Deposit of $20,000.00 which Deposit Shall be Credited
Against the Purchase Price at Closing, in Substantially the Same Form as the Attached
Exhibit "A"; Authorizing the Mayor to Execute Said Agreement; Providing the City Manager
and the City Attorney with the Authority to Do All Things Necessary to Effectuate this
Resolution; Providing for an Effective Date.

Action: [City Clerk's Note: This item was added, and documents were handed out prior to
the meeting.. See additional action under Item 4A.] City Clerk Hines read the title, and
Mayor Edelcup reported that this is a piece of land that will be added to the Pocket Park in
Golden Shores. He said back in 2001 when he became Commissioner, they decided then that
it would be wonderful if they could add this parcel to our Park because it really is not a
buildable site, it is a pie-shaped piece ofland that is adjacent to that Park which was owned
by Mr. Prats. Today we finally got a signed agreement from Mr. Prats agreeing to sell us this
parcel of land and we can now therefore extend the Golden Shores Park to twice its current
capacity.

Public Speakers: none

6
