<br />SECTION 11: PROJECT DESCRIPTION (NARRATIVE) <br /> <br />Please include in your application an in-depth narrative response detailing your proposed project. Please <br />refer to the program-specific section of the COPS Application Guide: "How to Apply" section for <br />information on what should be included in your rcsponse, as well as any additional formatting <br />requirements and page length limitations. Note: Child Sexual Predator Program (CSPP) and <br />Community Policing Development (CPO) grant applicants must submit their entire project <br />description narrative as an attachment in Section 13 of this application. <br /> <br />A. Problem Identification <br /> <br />[Responses are limited to a mm:imum of 3,000 characters.] <br /> <br />Automatic Tag Readers <br />The City of Sunny Isles Beach is a small coastal community that attracts visitors from around the world. <br />One problem being perpetrated within city limits is the prevalence of stolen vchicles that are recovered <br />in the city but are stolen from other jurisdictions. This disturbing trend is supported by the 2009 <br />Uniform Crime Reports. According to the 2009 UCR's, 78.5% of stolen vehicle recoveries within our <br />city limits are from outside jurisdictions. This tells us that the city/beach is inviting to thieves who steal <br />vehicles and come to the beach to pray on beachgoers or just for the typical joyride. <br />Defibrillators <br />According to figurcs compiled during the 2000 ccnsus the median age within the city was 50.4 years old <br />compared to the national average of35.3 ycars old. The City of Sunny Islcs Beach originally assigned <br />twenty-eight (28) Heart Stream, Automatic External Defibrillators in our police vehicles for response to <br />medical emergencies. Emergency mcdical calls are one of the most prevalent calls handled by our patrol <br />officers. In 2009 the policc department handled 931 medically related calls. That means that officers are <br />responding to 2.55 medical callas a day. As of now the defibrillators that were assigned to patrol <br />vehicles are becoming technologically obsolcte and in need of rcpair or replacement. New technology <br />in current defibrillators allows for a bctter post event medical rcvicw and tracking. New defibrillators <br />also allow for use on adult and pediatric patients. <br />Advisory Radio Station <br />The City of Sunny Isles Beach is a barrier island located on thc southeast coast of Florida and is home <br />to many elderly residents and visitors from around thc world. One problem this city has faced year aftcr <br />year is the dissemination of critical information to our residents and visitors in a timcly manner. Bcing <br />a coastal community, there are many cascs where the rapid dissemination of information may save lives; <br />Bcach Conditions or closures, weather events, cvacuation notices, ctc. Being a community of many <br />elderly residents with limited mobility, somctimcs the radio is thcir only sourcc of information and it is <br />important to provide them with specific local detailed information. <br />Uninterrupted Power Supply <br />The Sunny Islcs Bcach Police Department has always strived to be a technologically progressive <br />agency. In 2006 the police department implemented a state of the art police software to include; <br />Computer Aidcd Dispatch, Mobile Data Tcrminals, Mobile Field Reporting and Records Management <br />System. Although this software system is state of the art, the strain and power draw that the additional <br />computer hardwarc has bccn placed on our battery power source has been disabling at times. <br /> <br />B.
