We propose using a smaller pre-cast concrete pile to allow for the construction of the pier to be done from above without ever disturbing the ocean floor and minimizing the impact to the marine life of the surrounding area. This approach will help facilitate and expedite the permitting process with the Coast Guard, Army Corps of Engineers and any other agencies that could be involved in the permitting process. The reduction of the piles from a 24" square pre-stressed concrete pile to an 18" square pre-stressed concrete pile will require the spans to be reduced to a maximum of 25' in length, but will allow for the construction equipment to work from above the newly erected spans. The super structure will also be substituted from a double-tee design to an 18" pre-stressed deck consisting of 4' wide pre-cast units. The super structure will additionally be post tensioned laterally at each span for further strengthening of the super structure. The sequence of the work will be from the beach area out toward the ocean; using the new structure as the construction platform for moving forward with the demolition and construction. Each span will be demolished and constructed within a three week period amounting to 18 months of pier construction. Following the completion of the pier, the restaurant will be finalized within 4 months achieving a substantial completion of the total project within 22 months. Due to the complexity of the structure a 2 month period will be needed to reach Final Completion.
