PROJECT OWNER <br />FDOT District Four <br /> <br />The Flagler Memorial Bridge is the northernmost of the three bridges that <br />connect West Palm Beach to Palm Beach. It is also the oldest movable bridge <br />between Cape Canaveral and North Miami and has been declared a landmark <br />by the Town of Palm Beach. Unfortunately, this historically significant bridge has <br />been labeled both functionally obsolete and structurally deficient by FDOT. <br /> <br />In 2005, FDOT District Four retained Kimley-Horn to conduct a PD&E Study to <br />determine how best to replace or repair the bridge. This study will analyze <br />various engineering concerns, including bridge type (fixed versus bascule), the <br />possible construction of a temporary bridge, the placement of bridge touch <br />downs, connections to Flager Drive and Royal Poinciana Plaza, bridge <br />alignment, and construction phasing. Environmental issues will also be defined <br />and analyzed; these include permit coordination with the regulatory agencies, <br />impacts upon the natural enviornment (wetlands, seagrass, endangered and <br />threatened species, water quality), contamination, and historic and cultural <br />resources that may be affected by bridge construction. <br /> <br />The study will also feature a public involvement process, which includes public <br />information meetings to keep the public informed of the project's progress. <br />Because this project affects two very different municipalities - the Town of <br />Palm Beach and the City of West Palm Beach - the public involvement <br />program must be sensitive to a diverse group of stakeholders. <br /> <br />The bridge was named for Henry Flagler, the oil magnate and visionary who <br />built the railroad that at one time extended from Jacksonville through Miami, and <br />eventually to Key West. Flagler's Palm Beach residence, Whitehall, is now a <br />museum located just south of the bridge on Cocoanut Row. <br /> <br />'Design is ongoing (scheduled for completion in 2011); construction cost: <br />$110 million. <br /> <br />c.
