<br />Palm Beach, Florida. Provide Civil/Structural technical support for earthwork compaction, concrete sampling and building inspection activities for
<br />expansion of school facility. Scope: Construction materials testing and inspection services for two-story, 16,OOO-SF addition to existing elementary
<br />school facility.
<br />;l Threshold Inspector: OTO Development, LLC Spring Hill and Homewood Suites Hotels Threshold Inspections and Construction Materials Testing, West
<br />Palm Beach, Florida. Responsible for serving as Special Inspector of Threshold Buildings providing structural inspection of hotels, overseeing the onsite
<br />inspector and reviewing materials testing activities and results. Scope: Construction materials testing and threshold inspection services for development of
<br />two five-story hotels (Spring Hill Suites and Homewood Suites) at opposite corners of an intersection near Interstate 9S in the West Palm Beach area. Each
<br />hotel covers approximately 96,000 SF. Testing of soils / earthwork and concrete masonry.
<br />;/I Threshold Inspector: US Southern Command Headquarters, Miami, Florida. Representing the US Army Corps of Engineers in the oversight of the $2S0
<br />million design/build military facility. Manage project office reviewing submittals for conformance to approved plans, design criteria and threshold inspections;
<br />multidiscipline quality assurance of contractor's quality control program; invoices, schedules, change orders, claims, as-built drawings; monitor construction
<br />safety.

<br />Tamarac, Florida. Responsible for serving as Special Inspector of Threshold Buildings providing structural inspection of hotels, overseeing the on site
<br />inspector and reviewing materials testing activities and results. Scope: Construction materials testing and threshold inspection services for five-story
<br />hotel covering approximately 62,SOO-SF with outdoor swimming pool. Services include observation and lab testing of soils, concrete masonry and
<br />structural steel, and roofing inspections.
<br />:J Threshold Inspector: Tren Urbano Rail System Project, San Juan, Puerto Rico. Design Resident Engineer representing designer-of-record and overseeing sub
<br />consultants Sverdrup (stations). Woodward Clyde (geotechnical), and Jacobs Associates (tunnels) in the design and quality control of this $260 million
<br />design/build joint venture with Kiewit. Performed civil and structural design changes for cut and cover, alignment, tunnel clearances, utilities, site work,
<br />roadway, earthwork, maintenance of traffic, surface restoration. Supervised construction engineering and OjC site staff. Reviewed and approved submittals
<br />and payment certifications. Monitored and evaluated, support of excavation, geotechnical instrumentation data, building damage. Coordinated with
<br />Authority/DMJM, Siemens/Parsons Brinckerhoff (system consultant and operator) and governmental agencies.
<br />fJ Threshold Inspector: Miami-Dade Aviation Department South Terminal Expansion at Miami International Airport Quality Control Testing and
<br />Inspection, Miami, Florida. Responsible for conceiving, developing and managing a multidiscipline team of quality control threshold inspectors and
<br />testing technicians during the construction of terminal, concourse and taxiway facilities; managed inspectors located at off-site concrete and steel
<br />fabrication plants; performed Quality Audits of subcontractors' construction processes. Scope: Providing quality control inspection and testing for
<br />multi-project expansion of South Terminal at Miami International Airport as part of five-year, multi-phase capital improvements program. Work
<br />includes engineering inspections and testing services for civil, electrical, mechanical, architectural, structural, special (low-voltage) systems, conveyor
<br />equipment systems, RF engineering, roofing, structural steel and welding. Project components include terminal building, new concourse J, apron /
<br />aircraft parking areas and curbside areas.

<br />Steve A. Lubinski, P.E, CWI- Senior Civil Engineer, Certified Welding Inspector
<br />Education: ME Engineering Monagement, 2002, University of Missouri-Rolla; Bachelor of Engineering - Civil Structural, 1997, Michigan Technological
<br />University.
<br />Mr. Lubinski has been a proven leader for over a decade, with emphasis in materials testing for commercial construction and government construction
<br />projects, as well as overseeing military engineering projects under even the most difficult conditions. He has worked on government projects for clients
<br />such as the Florida Department of Transportation (FOOT). Miami-Dade Public Works (MDPW), Miami Dade County Public Schools (MDCPS). Broward County
<br />Schools, and the United States Army. Mr. Lubinski has experience in welding, bolted connection, glazing frame anchoring, headed stud, tek screw, and
<br />reinforcing steel inspections. He performs structural investigation work to verify the contractor's adherence to project plans and specifications. Mr. Lubinski
<br />is highly experienced in international relations, having worked overseas, with some language skills in German, Spanish, and French.
