A key element for accomplishing this goal is to implement proven cost estimating
methods such as MCACES, Cost Link or Timberline Precision software. ADA has extensive cost estimating
expertise with similar projects and will ensure through sound protocols that all project budgets are met. It is also
critical to implement procedures for managing project costs to assure efficient project performance. ADA has in
place financial systems to govern financial accountability, invoicing, cost control and monitoring, and procurement.
This approach is implemented for each project, and ADA's successful project performance is a testament to the
effectiveness of these protocols.

Cost estimates will reflect the efficiencies of the technical design and review process, coupled with constructability
evaluations accomplished during the design stage. Cost estimates will be based on current market values for
materials and labor, based on the expected schedule for construction. ADA maintains a database of commodity
prices in South Florida, including specialty items, long lead time components and transportation costs. As a
licensed General Contractor, ADA maintains a database of construction labor classifications and rates and
estimates for completion of various phases of construction. In many cases, the utilization of a design-build delivery
method may expedite project delivery and completion, at the lowest costs. ADA can recommend such an approach
if deemed appropriate.

JO
tiI Eile (c5l: YleW Insert FQrmat B.ecords
System . 10

I!It:U3

look \,!,indow tje\o

. Our project
document control program for this
contract will be consistent with
City's document control system.
The purpose of this plan is to
ensure the right mechanisms are in
place to keep track of all
documents and files related to the
project. All project files and
documents will be kept in a central
location at ADA's Headquarters.
Upon project completion, the files
will be transmitted to the City
Project Manager for inclusion into
the City's filing system. To ensure that we achieve a high degree of excellence in our planning, design, and construction
plans preparation, a proven Quality Assurance and Control Plan will be implemented for all project assignments.
This process consists of two major components: the quality personnel involved in the actual design process and
review, and the quality and methodology used in reviewing deliverables and designs. Our team has taken an
affirmative first step by providing a team composed of highly qualified and proven professionals, as outlined in the
included resumes. The second component will consist of an independent and autonomous review of each and
every assignment. It will be the responsibility of our Project Manager to assure that this plan is implemented
throughout the entire duration of the contract.

.

Page 14

RFQ No. 07-07-01
PROFESSIONAL GENERAL ENGINEERING CONSULTANT
