<br />Management Area Improvements, St. Lawrence -
<br />FDR Power Project, New York Power Authority,
<br />Massena, NY (WHWMA and Nichols Island),
<br />07/2004 - Present. The WH\'\"l\L\ is an existing
<br />complex of earthen dikes which form se'"eral pools
<br />bel\veen the southern shoreline of Lake St. La\vrence,
<br />Wilson Hill, and Bradford Islands. The \'\'HWtvL-\
<br />includes approximately 1,800 acres of wetlands and open
<br />\vater habitats that are managed by the New York State
<br />Department of Environmental Conservation. NYr A is
<br />required to refurbish the dikes and existing water control
<br />structures, and to install one new dike and se,"eral new
<br />water control stnlctures. A subsurface investigation
<br />program was developed by 1\[s. 1\lcCoy in order to
<br />provide the data necessary to e\"aluate the condition of
<br />the existing dikes and foundation conditions for the new
<br />dike. The program consisted of borings, cone
<br />penetrometer testing, field falling head tests, field vane
<br />shear tests, and laboratory testing. Engineering analyses
