Powers has O\'er fifteen years of ci\'il and <br />cl1\'ironmental engineering consulting experience, <br />prO\'iding design, technical oversight, coordination, and <br />project management. t\Ir. Powers has been involved in <br />projccts associated with water and \vaste\vater systems at <br />power-plants and waste\V'ater treatment plants \vithin the <br />United States with responsibilities including the <br />preparation of proposals, engineering design documents, <br />P&IDs, cost estimates, eCluipment layouts, specifications <br />for equipment procurement, re\'iew of manufacturcr's <br />drawings and inspection of eCluipment, construction <br />supef\'ision inspection of installed eCluipment. <br /> <br />i\Ir. Powers has also completed projects at numerous <br />hazardous \vaste site remediation and remedial actions <br />sites including multiple industrial and Superfund sites. <br />Throughout Mr. Powers's career, his resourcefulness, <br />new approaches, and ideas have enabled him to soh-e the <br />challenges he has faced with his projects, closing them <br />on time and on budget. <br /> <br />Relevant Experience <br />OS/2005 - Present, Project Engineer, <br />Shaw Environmental & Infrastructure, Inc. <br />Project Engineer for the redesign of the headworks at <br />the existing wastewater treatment plant for the t\[arine <br />~Iountain \\'arfare Training Center in Central Cf\. <br />Assumed lead engineer responsibilities for sanitary issues <br />and provided design oversight of mechanical, electrical, <br />civil and I&C engineers for the project. Provided <br />coordinated of the project for the California Project <br />Manger and the client including providing required <br />design submittals and arranging design meetings with the <br />client. The plant required upgrades to the headworks to <br />include a flow meter, bar screen, and grit removal system <br />to bring the facility into compliance with its permit <br /> <br />requirements. The project also recluired additional <br />modernization to the plant infrastructure to prO\'ide <br />existing equipment protection from local sever weather <br />issues that included building roofs to keep snow out of <br />open tanks and the demolition and construction of a <br />new lab and control building for the treatment plant. <br />Additional upgrades at the facility include paving and <br />grading of the work areas, PLC controls upgrades, <br />influent and effluent sampler installations, retaining <br />walls, demolition, electrical and HVAC upgrades. <br /> <br />03/2004 - Present, Task Engineer, Shaw <br />Environmental & Infrastructure, Inc. <br />. Prepared the water and wastewater bids for Shaw's SO <br />year utility privatization proposals for multiple military <br />bases within the United States. Conducted life cycle <br />analysis of existing infrastructure and prepared 50 year <br />replacement schedules for water and wastewater utility <br />equipment to upgrade the cluality and supply of <br />sef\'ices for the bases. Bid items included \'ah-es, <br />water distribution mains, sewer collection lines, waste <br />pump stations, water supply wells, water towers, water <br />meter systems, line cleaning and repairs, manhole <br />replacements and associated manpO\ver requirements <br />for \vater and \vastewater treatment plant and <br />collections operations. Also prepared the projected <br />repair and replacement schedules for each bases <br />\vaster and waste\vater treatment facilities and piping <br />systems based on the projected life cycle of the <br />project to maintain and upgrade the existing <br />infrastructure facilities. Prepared O&~I staffing and <br />costs as well as the transition requirements including <br />costs and staffing. <br />. Provided re\'iew of an industrial clients site to assess <br />the situation with a problematic packaged wastewater <br />treatment system installed to treat sanitary wastes <br />from the facility. During the assessment it was noted <br />that the system was not operating properly as the <br />treatment system was accepting larger volumes of <br />waste than permitted and un-permitted wastes were <br />also being sent to the facility. The entire facilities <br />operations were then rcviewed and a plan to bring the <br />facility back into compliance was prepared along with <br />the proper notifications to the state permitting board <br />were made. The facility was required to stop wet <br />floor scrubbing operations, and forced to reduce <br />potable water use by updating fixtures and eliminating <br />non permitted flows.
