Powers has also completed projects at numerous hazardous \vaste site remediation and remedial actions sites including multiple industrial and Superfund sites. Throughout Mr. Powers's career, his resourcefulness, new approaches, and ideas have enabled him to soh-e the challenges he has faced with his projects, closing them on time and on budget. Relevant Experience OS/2005 - Present, Project Engineer, Shaw Environmental & Infrastructure, Inc. Project Engineer for the redesign of the headworks at the existing wastewater treatment plant for the t\[arine ~Iountain \\'arfare Training Center in Central Cf\. Assumed lead engineer responsibilities for sanitary issues and provided design oversight of mechanical, electrical, civil and I&C engineers for the project. Provided coordinated of the project for the California Project Manger and the client including providing required design submittals and arranging design meetings with the client. The plant required upgrades to the headworks to include a flow meter, bar screen, and grit removal system to bring the facility into compliance with its permit requirements. The project also recluired additional modernization to the plant infrastructure to prO\'ide existing equipment protection from local sever weather issues that included building roofs to keep snow out of open tanks and the demolition and construction of a new lab and control building for the treatment plant. Additional upgrades at the facility include paving and grading of the work areas, PLC controls upgrades, influent and effluent sampler installations, retaining walls, demolition, electrical and HVAC upgrades. 03/2004 - Present, Task Engineer, Shaw Environmental & Infrastructure, Inc. . Prepared the water and wastewater bids for Shaw's SO year utility privatization proposals for multiple military bases within the United States. Conducted life cycle analysis of existing infrastructure and prepared 50 year replacement schedules for water and wastewater utility equipment to upgrade the cluality and supply of sef\'ices for the bases. Bid items included \'ah-es, water distribution mains, sewer collection lines, waste pump stations, water supply wells, water towers, water meter systems, line cleaning and repairs, manhole replacements and associated manpO\ver requirements for \vater and \vastewater treatment plant and collections operations. Also prepared the projected repair and replacement schedules for each bases \vaster and waste\vater treatment facilities and piping systems based on the projected life cycle of the project to maintain and upgrade the existing infrastructure facilities. Prepared O&~I staffing and costs as well as the transition requirements including costs and staffing. . Provided re\'iew of an industrial clients site to assess the situation with a problematic packaged wastewater treatment system installed to treat sanitary wastes from the facility. During the assessment it was noted that the system was not operating properly as the treatment system was accepting larger volumes of waste than permitted and un-permitted wastes were also being sent to the facility. The entire facilities operations were then rcviewed and a plan to bring the facility back into compliance was prepared along with the proper notifications to the state permitting board were made. The facility was required to stop wet floor scrubbing operations, and forced to reduce potable water use by updating fixtures and eliminating non permitted flows.
