SOUTH FLORIDA WATER MANGEMENT DISTRICT GENERAL ENGINEERING SERVICES submission to the state agencies during possible permit modifications. 01/2005 - 06/2006, Lead Engineer, Shaw Environmental & Infrastructure, Inc. \,\'orked as the lead water distribution and wastewater collection engineer for the redesign of the existing 78-1- unit military family housing area. The private developer who leases the property for the next 50 years is replacing all the housing units currently at the site over the next 5 years. The reconfigurations recluired new infrastructure to be designed for bid solicitations and environmental permitting. \Vork included the re-routing of water distribution piping through the ne\v layout of homes, proper zoning of the \vater s)'Stem, fIre supply and sizing of individual services for single through multiplex units and the supply of the required dra\vings and specifications for the construction of the water and wastewater portions of the project. Design included interaction with existing base engineering and fire department to satisfy concerns and recjuirements unique to military infrastructure systems. The sanitary sewer collection piping was also rearranged to accommodate the re\vorked housing arrangement including the addition of a number of new streets and dead ends that were added. \,\'ork included the addition and replacement design of collection mains to transmit sewerage to the existing base collection system for disposal, sizing and layout of sanitary mains and sen'ices to each neighborhood and building location. 11/1991 - 06/2004, Task Engineer, Shaw Environmental & Infrastructure, Inc. Designed and re\'ised P&IDs for power plant HRSG and cooling tower chemical feed systems for purchase, reviewed and approved manufacturers dra\V-ings of chemical feed system equipment and water sampling systems. Supported lead engineer by completing reviews of required system information, Owner/Vendor changes, and routing design and drawings for inter-discipline re\'iew. Supported lead engineer with review of design documents for vendor supplied and installed zero liguid discharge water treatment system at site. Constmcted a multi faceted water balance and process flow diagram to incorporate all aspects of system operation including the zero liquid discharge system to assist plant Owner with the daily nomination of the plants raw water requirement for multiple operational conditions. Provided review of bids from chemical feed system SHAW ENVIRONMENTAL, INC. OGC 122006T bidders and the Owner supplied demineralization bids for conformance with the specifications. \Vorked on- site with project management personnel utilizing the CEMs system information to report emissions violations. Constructed backup documentation to support each \'io!ation, \'erify its authenticity, and prepare the proper reports to the permitting board detailing the reason and the steps taken to prevent future violations. Interfaced with CEMs vendor to have changes made to system to correctly display and collect recluired information and ensure the proper reporting of the information for regulatory purposes. · Constmcted, modified, and reviewed detailed mass balance calculations for a chemical weapons demilitarization facility including all process licluids associated with the neutralization process to detail quantities for offsite disposal and eCluipment sizing. t\Iaintained and updated block-flow diagrams to correlate to revised P&IDs and system design changes. Constructed detailed area descriptions of multiple operational areas within the containment building for use b~' process system operators to determine operation of treatment area and for review of hazards contained within the area. Revie\ved system descriptions drafted by other disciplines within the project to maintain reporting continuity within reports as \vell as technical content. Brought in to conduct walk-downs of the demineralized \vater s)'Stem supplied and installed by a previous contractor that was not yet operational. Reviewed P&IDs, installed equipment, and changes made to the system by the client and pre\'ious engineering contractor. SupetTised craft personnd to complete the installation of the remaining system eCluipment and constructed / maintained punch-list during work at site. Verified design by previous vendor of demineralization system to accommodate the current and future raw water supplies. Designed and oversaw changes to upgrade the chemical feed systems, instrumentation system and PLC controls to maintain proper system operation and decrease the manual monitoring requirement for plant operators. Reviewed all demineralization vendor P&IDs and marked up drawings as changes were made for final editing as record copies. Oversaw startup of the demineralized water system to verify design criteria were met and system operated to client specifications. Troubleshot the as-built regeneration chemical feed systems and modifIed the design to accommodate specific site issues and storage locations of bulk chemicals to allow proper regeneration of the mixed bed de-ionization systems.
