I-Ie has over 20 years of experience in the <br />natural gas industry with extensi\'C involvement in the <br />design of natural gas transmission, pressure regulation, <br />gas distribution, and gas compression facilities. He also <br />has a working knowledge in permitting, engineering and <br />construction of Licluefied Natural Gas (LNG) facilities. <br />I-Ie has prm'ided technical support and project <br />management sen'ices during the execution of natural gas <br />infrastructure projects including gas distribution systems, <br />gas metering and pressure regulation facilities and gas <br />compression facilities. <br /> <br />As Project t\Ianager and Project Engineer, t\Ir. Raine has <br />organized and executed projects and tasks up to $20 <br />million in value. I-lis expertise is in process design, <br />pipeline hydraulic flow analysis and equipment <br />specification writing for natural gas transmission, <br />distribution and LNG facilities. His duties include <br />providing technical support and system design for <br />natural gas pipeline projects including LNG liquefaction <br />and \'aporization facilities and gas custody transfer meter <br />stations. During the past ten years, Mr. Raine has <br />successfully executed several reciprocating gas <br />compression projects in excess of 10,000 horsepower for <br />gas transmission companies located in the northeastern <br />United States. He has also permitted and engineered at <br />least five natural gas flow measurement and/ or pressure <br />regulation facilities. <br /> <br />~Ir. Raine has expert knowledge of the New England gas <br />industry and has been a consultant to many of the <br />regions natural gas transmission companies performing <br />engineering studies, Federal and State permitting <br />activities, preliminary and detailed facility design, capital <br /> <br />I SHAW ENVIRONMENTAL, INC. <br /> <br />OGC122006T <br /> <br />cost estimates and construction management selTices. <br />I-Ie has consulted to Shaw's Homeland Security division <br />as a natural gas industry expert in the State of New <br />York. He provided technical input in the preparation of <br />se\'eral vulnerability assessments of N ew York State <br />energy facilities in the natural gas, LNG and liquid <br />petroleum indus tries. <br /> <br />~Ir. Raine has a working knowledge of alternative fuel <br />systems for transportation vehicles such as compressed <br />natural gas (CNG) and LNG fuels used in passenger <br />buses and commercial vehicles. He has engineered and <br />constructed se\'eral bus fueling stations utilizing CNG <br />and LNG as alternative fuels to traditional diesel. <br /> <br />t\[r. Raine's field experience includes being the Resident <br />Engineer during the construction of a LNG vaporization <br />facility in Fisher, Illinois and during the construction of a <br />large metering and pressure regulation facility in Bronx, <br />New York. During field assignments, he has inspected <br />construction identifying technical and permitting <br />deficiencies and on the behalf of the Owner, monitored <br />the construction contractor. <br /> <br />Relevant Experience <br />1989 - Present, Shaw Environmental & <br />Infrastructure, Inc. <br />Dominion Energy - Brayton Point POTW Makeup <br />Water System (2005 to 2006). Dominion Energy will <br />install air emission control systems on units 1,2 and 3 at <br />their Brayton Point Station in Somerset, t\Iassachusetts <br />as part of a new air emission control program. <br />Dominion proposes to supply 1.28 ~IGD of this <br />makeup demand \vith treated effluent from the Somerset <br />POT\,' and the remaining 0.43 ~IGD with Somerset city <br />water. A 10 inch pipeline will be installed from the new <br />lift station at the Somerset POT\V to the Brayton Point <br />Station storage tank. The pipeline will be buried within <br />an existing water and sewer line easement granted to the <br />Town of Somerset, in an existing crossing under <br />Interstate 195, partially in town streets and within <br />property owned by National Grid and along Brayton <br />Point Road to a new makeup water storage tank adjacent <br />to the air emission control systems. ~Ir. Raine will <br />engineer the POT\V pipeline and prepare the pipeline <br />alignment sheets for permitting and construction.
