<br />Background Summary

<br />Dr. Shiau has more than 35 years of experience in ci\'il,
<br />hydraulic, geotechnical, infrastructure, and
<br />environmental engineering, and in project controls. I-lis
<br />experience lies in a wide range of project types, including
<br />transportation, watcr rcsources, pmver and industrial
<br />de\'elopment. Dr. Shiau's expertise includes multi-
<br />soft\vare capability, computer modeling, and numerical
<br />techniclues to perform both engineering and project
<br />control function.

<br />His expertise on rivcr hydraulics includes tlood tlmv
<br />prediction and scdiment erosion analysis. I-Ie directed
<br />numerous highway-crossing projects to il1\'estigate
<br />hydraulic factors that affect stream stability due to
<br />tloodplain encroachment, bridge openings and highway
<br />alignment, stream embankment design, and scouring of
<br />abutment, foundations, and piers. As part of his
<br />substantial experience, Dr. Shiau was a member of a
<br />four-man team that \'isited China to re\'iew and evaluate
<br />sedimentation problems of the Three Gorges Project.
<br />He also directed and reviewed waterfront projects on
<br />stability of breakwater and revetment structures, and
<br />scour protection of intake structures, pipeline, and dikes.
<br />
<br />Dr. Shiau has extensi\'e experience in surface water
<br />hydrology including stormwater management for a
<br />nriety of industrial and urban development projects.
<br />He directed the probable maximum tlood analysis,
<br />resen'oir routing for numerous nuclear power plants.
<br />His experience also includes stormwater detention pond
<br />design, erosion and sediment control, and river and
<br />reservoir routings. He directed tlood hazard
<br />
<br />assessments for a series of dam breaks in ri\'ers, design
<br />of sheet pile foundation and retaining wall, fish
<br />migration structures and elwironmental impact
<br />e\'aluation for pipeline crossings
<br />
<br />His expcrience also includes engineering support of
<br />project licensing and permitting under federal, state, and
<br />local regulations dealing with stormwater management.
<br />I-lis experience includes post-development water quality
<br />and cluantity control of a detention pond or a recharge
<br />basin, and erosion and sediment control.
<br />
<br />His expertise in groundwater hydrology includes
<br />groundwater tlo\v and transport modeling, aquifer
<br />characterization, and the groundwater ele\'ation
<br />predictions. He has extensi\'e experience in
<br />hydrological, hydraulic, civil, and geotechnical support of
<br />hazardous waste management projects including site and
<br />groundwater assessments, remediation design, landfill
<br />design/ closure, lcachate collection/ runoff system
<br />design, settlement/sediment detention pond design, and
<br />other waste remm'al systems.

<br />As a Project Control Engineer on the Boston Central
<br />l\rtery Third I-Iarbor Tunnel Project, his duties and
<br />responsibilities included identification of tasks, project
<br />milestones, and control points. He de\'eloped and
<br />maintained detailed contract schedules, contract budgets,
<br />planning documents, monthly progress reports, and fee
<br />schedules for the team and its subconsultants. He also
<br />prm'ided technical training and specialized expertise to
<br />team members in the use of and Borlog computer
<br />programs. He standardized the Borlog program to
<br />prO\'ide a unified reporting mechanism to ease team
<br />members' understanding and comprehension of multiple
<br />records.
