Background Summary

Dr. Bumb is a Rcgistcred Professional Enginccr (P.E.),
Certified Ground \\"ater Professional (CG\\l)) and has
more than 25 years of experience in process design, site
characterization and remediation of soils and
groundwater. He is a nationally recognized expert on
fate and transport modeling of saturated and unsaturated
zones, analysis of complex aquifer tests, well field design,
in-situ recovery and treatment and has developed state-
of-the-art methods, including parameter measurement
windows concept, stress-dependent permeability, and
push-pull tests. Dr. Bumb has applied a wide range of
proven and innO\"ative remedial technologies, such as
pump-and-treat with reinjection, soil vapor extraction,
enhanced bioremediation, thermally enhanced recovery,
in-situ treatment, thermal oxidation, and curtain wall.

.

Dr. Bumb has executed and managed projects that
cO\"ered the investigation and remediation of virtually all
em"ironmental contaminants, including inorganic
compounds, radionuclides, chlorinated hydrocarbons,
petroleum products, Heavy fuel oil, polynuclear aromatic
hydrocarbons (P AI-Is), dioxin, pes ticides,
polychlorinated biphenyls (PCBs). His project

experience range from commercial projects as small as
$5,000 to large commercial project up to $64 million to
government projects and tasks in excess of S 1 billion in
\"alue. These projects ha\"e been completed under
Comprehensive Environmental Response,
Compensation, and Liability Act (CERCL\), Resource
Conservation Recovery Act (RCRI-\), underground
storage tank (UST), and state superfund programs as
well under \"oluntary cleanup initiatives. Dr. Bumb has
worked various military installations, U.S. Department of
Energy (DOE) facilities, state Department of
Transportation (00"1) facilities as well as numerous
commercial sites.

Dr. Bumb's regulatory experience includes solid waste
landfill siting/permitting issues; e\"aluation of
applicability of CERCL-\, RCIL-\, Toxic and Hazardous
Substances Control Act ([SCA), state regulations, Phase
I/Phase 1I site assessments and property transfers,
underground injection control (UIC), and deep-injection
disposal \vells. His \vork was instrumental in citing a
nuclear waste repository O\'er a sole-source aquifer in
Fernald, Ohio. He has worked in 9 U.S. Em'ironmental
Protection ;\gency (EP A) Regions.

Dr. Bumb has more than 35 publications on the subject
of site charactcrization, wellfield designs, in-situ recO\"ery
and treatment, and fate and transport modeling and he
has written encyclopedia and book chapters. A
recognized expert in his field, Dr. Bumb has served as
expert hydrologist for legal proceedings.
