He has
worked on \"arious sizcd industrial, commcrcial, and
utility buildings and structures as well as ci\.il \V"orb
including highways, sewer and water treatment facilities,
wastc disposal facilities, dams, and waterfront structures.
He has evaluated excavation and backfilling opcrations,
piling and drilled pier installations, in-situ dcnsification,
and preload placcment relatcd to foundation dcsign. His
expcricnce includes supervising gcotcchnical cngineers
and geologists in performing sitc invcstigations,
laboratory testing, specification preparation, and serving
as field liaison during cons truction.

Dr. Chang's expertise also includes earthquake
engincering and the application of numerical modeling
to various geotechnical and groundwater cngincering
problcms. He has performcd scismic risk analyscs and
established seismic design criteria and response spectra
for several nuclear power plants. He has developed a
finite element computer program for nonlinear elastic

SHAW ENVIRONMENTAL, INC.

06C122006T

load deformation analysis of soils. He has employed
finite elemcnt methods with nonlinear material
properties to compute stress and displacement patterns
within the dam and to study arching beha\'iors bet\vccn
zones and stress transfcr ncar foundation irregularitics
for various dam protcctivc dcsigns. His experiencc in
geotechnical analyses includes the hydro-geological
modeling of groundwater and seepage problems. Dr.
Chang was responsible for seepage and groundwater
analyses for three cooling pond dikes that rcquired
remedial work to control seepage and enhance safety.
Dr. Chang was also responsible for groundwatcr
modcling of the oil waste land treatmcnt facilitics for
pollutant migration and contamination monitoring study.
Dr. Chang has also performed static and dynamic soil-
intcraction structure analyses, foundation study and
design, and slopc stabilitics for nuclcar and fossil powcr
plant facilities.

As Di\"ision Tcsting Spccialist, Dr. Chang is rcsponsible
for the O\"erall technical capability and pcrformancc of
the Geotechnical Tcsting Laboratory. He has cxtensi\"e
experiencc in determination of various soil and rock
propcrtics for cngineering purposes. This cxpericnce
includes establishing the relationship bctwccn laboratory
test data to field performancc cvaluation of soil-structure
intcraction problems. He also has been responsible for
testing various mining and industrial solid wastc
matcrials such as coal refusc, tailing sands, and gypsum
waste from mining operations, paper sludge, silica
fumes, steel slag, and fly ash.

Relevant Experience

11/1976 - Present, Senior Lead
Geotechnical Engineer, Shaw
Environmental & Infrastructure, Inc.
As Division Tcsting Specialist, responsible for overall
tcchnical capability and performance of the
Geotechnical Laboratory. Responsibilities include
defining nceded testing capability, re\"iewing testing
procedures and techniclues, updating calibration
procedurcs, training the testing cngineers and
technicians, and taking necessary steps to ensure that
needed lluality of testing work is developed and
maintained. Also works with each project group in
developing and reviewing testing programs, interpreting

THOMAS Y. CHANG
