BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope. size. and cost)

The master plan for this National Register of Historic Places site integrates new cultural and recreation facilities into a natural and
historical site of great significance to the city of Miami. The Master Plan provides a blueprint for the sustainable development of an
outdoor museum that encompasses the entire 82-acre site. restoring and protecting natural features and the historically significant setting
of the listed property. The plan defines a major cultural attraction that will provide access to the unique natural assets of the setting and
the evocative historical significance of the park. which was established as an early victory in the Civil Rights movement. The Master Plan
addresses in detail the creation of meaningful and feasible recreation and cultural activities that will support sustained use of the site.
Planning strategies to accomplish this included a nine-month public process in which the oral history of the park was discovered and
integrated into the interpretive concept proposed. The development of the master plan also included a Cultural Landscape Assessment
and a Recreation Demand Analysis that identified the parameters for creating new recreation and cultural features that will fulfill demand
and ensure a well-used park compatible with the historic and sensitive natural setting. The Master Plan is thus based on a feasible program
of activities with the potential to serve a diverse and stable population of park users.

A key feature of the plan is the "Solar Gateway."' This feature serves as the focal point for the landscape design and provides a ceremonial
context for the planned outdoor museum. The Solar Gateway integrates the history of the park. its cultural significance and its natural
setting in a meaningful and powerful gesture that has guided the design of the museum building and has lead to the establishment of a
new commemorative ceremony that takes place at the park annually.

Cost: $20 M

~ , q - ',-~' ~

','IW~ ~~.;'1t\
.....,.~
! --.,.....~...":'"

~

STANDARD FORM 330 (1/2004) PAGE 1
