<br />QUALIFICATIONS
<br />Mr. Holden oversees, prepares and coordinates all
<br />land use plan amendments for reanalysis, facilities
<br />management plans, assessment and grant applica-
<br />tions which often call for research and analysis to
<br />estimate social, economic, environmental and fiscal
<br />impact, special assessments and due diligence
<br />activities.

<br />He also prepares as- needed planning materials for
<br />plats, rezonings, site plans, easements, right -of -way
<br />vacations, concurrency review and delegation
<br />requests. Mr. Holden manages the planning activi-
<br />ties from inception, submittal and final approval to
<br />recordation. He has an extensive understanding of

<br />local community, county agency and special district
<br />regulations. He also has experience in writing,
<br />obtaining, and administering State and District grants
<br />for park improvements, including coastal construc-
<br />tion control line permitting, dune preservation &
<br />restoration, wetland mitigation plans, dredging,
<br />boating facilities, landscaping and sea turtle pro-
<br />tection.
