His background also includes roadway design, utilities and land development design. Mr. Hekmat is proficient in computer modeling for drainage basins and watersheds; the design of water, sewer, paving and drainage systems; the permitting of drainage basins; the preparation of comprehensive plans and facilities reports; water and wastewater treatment plant site work. PROJECT EXPERIENCE: Highway Design Responsible for design and permitting of various roadway project including resurfacing and widening as well as various Spine Roads for land development projects. Stormwater Pumping Station Design permitting and construction management of various stormwater pumping stations for South Broward Drainage District. Prepared construction plans and specifications, aid owner to bid the projects, analyzed bid packages and recom- mend award and provide construction management. Comprehensive Plan and Facilities Report (1990 & Revised 1995 and 2002), South Broward Drainage District (SBDD) This involved the development of a drainage master plan for approximately 71 square miles of the District to include the performance of the existing conveyance system and proposed improvements for future development. Plan Review, South Broward Drainage District Responsible for the review and approval of all drainage plans submitted to the District for permitting. City of Lauderhill Responsible for the creation of a stormwater utility, drainage master plan, and the coordination of the National Pollutant Discharge Elimination System ( NPDES) MS4 program within the local governmental agency. City of Dania Beach and the City of Pembroke Pines NPDES MS4 Permit Prepared Part I and Part II of the NPDES permit for the munici- pal separate storm sewer system (MS4) as developed by the Environmental Protection Agency (EPA). Miscellaneous Surface Water Management Permits Permit processing for the Town of Davie, the City of Hollywood and the City of Pembroke Pines water and wastewater treatment plants. Cargo Apron for Buildings 2222, 2224 & 2226, Phase II, Miami International Airport Designed and permitted the western U apron for Miami International Airport. The project included the demolition of existing buildings, underground utilities, pavement, drainage, and utilities as well as compiling the contract document and Storm Water Pollution Prevention Plan (SWPPP).
