His background also includes roadway <br />design, utilities and land development design. <br />Mr. Hekmat is proficient in computer modeling for <br />drainage basins and watersheds; the design of water, <br />sewer, paving and drainage systems; the permitting <br />of drainage basins; the preparation of comprehensive <br />plans and facilities reports; water and wastewater <br />treatment plant site work. <br />PROJECT EXPERIENCE: <br />Highway Design <br />Responsible for design and permitting of various roadway <br />project including resurfacing and widening as well as various <br />Spine Roads for land development projects. <br />Stormwater Pumping Station <br />Design permitting and construction management of various <br />stormwater pumping stations for South Broward Drainage <br />District. Prepared construction plans and specifications, aid <br />owner to bid the projects, analyzed bid packages and recom- <br />mend award and provide construction management. <br />Comprehensive Plan and Facilities Report (1990 & Revised <br />1995 and 2002), South Broward Drainage District (SBDD) <br />This involved the development of a drainage master plan for <br />approximately 71 square miles of the District to include the <br />performance of the existing conveyance system and proposed <br />improvements for future development. <br />Plan Review, South Broward Drainage District <br />Responsible for the review and approval of all drainage plans <br />submitted to the District for permitting. <br />City of Lauderhill <br />Responsible for the creation of a stormwater utility, drainage <br />master plan, and the coordination of the National Pollutant <br />Discharge Elimination System ( NPDES) MS4 program within the <br />local governmental agency. <br />City of Dania Beach and the City of Pembroke Pines NPDES <br />MS4 Permit <br />Prepared Part I and Part II of the NPDES permit for the munici- <br />pal separate storm sewer system (MS4) as developed by the <br />Environmental Protection Agency (EPA). <br />Miscellaneous Surface Water Management Permits <br />Permit processing for the Town of Davie, the City of Hollywood <br />and the City of Pembroke Pines water and wastewater treatment <br />plants. <br />Cargo Apron for Buildings 2222, 2224 & 2226, Phase II, <br />Miami International Airport <br />Designed and permitted the western U apron for Miami <br />International Airport.
