His areas of expertise include <br />microscopic simulation, operational analysis, traffic <br />impact studies, corridor studies and capacity <br />analysis. He has authored an article regarding the <br />relationship between microscopic simulation and <br />signalized intersection delay, which was presented at <br />the Transpo 2000 Conference. <br />Mr. Penfield currently provides transportation <br />engineering - related services such as concurrency <br />evaluations, parking studies, DRIB, and traffic signal <br />warrant studies. Additional services to governmental <br />agencies include travel demand forecasting, <br />interchange operational analysis, corridor signal <br />timings, conceptual design studies and review of <br />traffic impact studies for proposed development. <br />PROJECT EXPERIENCE: <br />State Road A1A at Hillsboro Boulevard CRA Study, <br />City of Deerfield Beach, Florida <br />The Community Redevelopment Agency (CRA) in the City <br />of Deerfield Beach was formed to develop a long -range <br />redevelopment plan for areas identified as not realizing <br />their full economic potential. The CRA administers and <br />implements this plan. As a result, this study focused on <br />the transportation issues surrounding the redevelopment of <br />the area near the intersection of SR -A1A and Hillsboro <br />Boulevard. The unique geometry of the "S" curve located <br />north of the intersection, along with the pedestrian nature <br />of the area, precipitated realignment alternatives that were <br />designed to improve vehicular safety and pedestrian <br />safety. Future travel demand of the redevelopment area <br />was determined to assist in the development of the re- <br />alignment alternatives. Pedestrian and outdoor activity - <br />friendly designs were favored to accentuate the local <br />neighborhood flavor residents of the area desired. <br />East Atlantic Avenue Corridor Retiming, City of Delray <br />Beach <br />Analyze and develop an optimal traffic signal retiming plan <br />from the two -mile East Atlantic Corridor. The project <br />involved evaluation of capturing unutilized time -of -day <br />operations from the US -1 one -way pair in the downtown <br />area, and applying that time to the East Atlantic Avenue <br />Corridor. <br />Blue Lake Development of Regional Impact Review, <br />FDOT District Four, Fort Lauderdale, FL <br />Provide transportation analysis in conformance with the <br />South Florida Regional Planning Council, Guildelines for <br />Developments of Regional Impacts, Chapter 380.06, <br />Florida Statutes, Part IV Transportation Resource Impacts, <br />Question 21 requirements for the City of Boca Raton DRI. <br />The 557 -acre mixed use development includes a 600 -room <br />hotel, 551,000 square feet of commercial use and <br />4,500,000 square feet of office /industrial use. Assessed <br />the future operation and provided recommendations for the <br />1- 95Namato Road interchange using microscopic <br />simulation. <br />Palm Beach County Convention Center, West Palm <br />Beach, Florida <br />Evaluated the external and internal site access for both <br />phases of the project.
