South Post Road /Saddle Club Road Roundabout Feasibility and Design, Weston, Florida. Performed
roundabout operational analysis and feasibility study for the provision of a full -size roundabout at the Weston
Regional Park entrance. Concept gained support in lieu of a previously approved traffic signal due to concerns of
speeding and safety: City Staff felt free -flow speeds during the green phase of a traffic signal would increase
speeds. Designed roundabout in accordance with FHWA, AASHTO, and FDOT guidelines and accommodated
all vehicle categories, including fire - rescue. Reduction of the westbound approach from two to one lane in
conjunction with "textured -paver approach bands" reduced existing high vehicle speeds, and created a "traffic -
calmed effect" at the park entrance. To accommodate periodic dense exit traffic, designed outbound approach
with a free -flow, right -turn bypass lane to facilitate outbound flow. Landscape improvements, architectural
elements, and special lighting provide a visually impressive as well as highly functional project.
Proposed Johnson Street Access Justification Analysis, Memorial Healthcare Systems, Broward
County, Florida. Performed data collection and traffic impact analysis to demonstrate traffic conditions with and
without a controversial third access point from the hospital campus onto Johnson Street. Utilized traffic count
data and future traffic projections (based on Master Plan traffic forecasts) to develop traffic turning movements
for several configurations of the proposed access point. Based on isolating arriving /departing trip volumes
to /from the hospital perimeter, re- directed traffic was estimated at the new opening, showing resulting traffic
volumes on Johnson Street east and west of the access point. Analysis demonstrated the vast majority of
hospital - related traffic that would use the new access point was already traveling on Johnson Street at that
location.
Memorial Hospital West Master Plan Traffic Impact Analysis, Memorial Healthcare Systems.
Provided a needs assessment of long -term transportation and parking infrastructure required for full hospital
buildout in accordance with the development Master Plan. Analysis included parking, access, circulation, on - /off-
site traffic operations evaluations to develop intersection geometrics and parking structure needs concurrent with
phased development.
• Weston Road /Arvida Parkway Interim Signal Retiming, Weston, Florida. Performed data collection and
computerized signal timing analysis to improve operations at this major over - capacity intersection. Failed vehicle
detection (inductive loops) was first identified in the field that was quickly replaced by microwave detection. After
• microwave detection was installed, revised initial timing parameters were loaded in the field. Following field
observations, a revised set of max green time parameters were implemented for peak hour and remaining all -day
conditions. Field adjustments were performed until satisfactory operations were established for all intersection
• approaches.
0 Memorial West Medical Office Building Expansion and Parking Garage Traffic Study, Memorial
• Healthcare Systems. Performed traffic operations analysis and parking demand analysis to design on -site
intersection improvements and properly size the proposed multi -story parking garage facility. Study resulted in
intersection capacity recommendations and proposed speed ramp from parking lot's upper floors to
• accommodate newly created traffic demand and changes to existing campus traffic patterns due to the new
facilities.
• Broward County Build -out Model, FDOT District IV, Florida. Served as project manager for a multi -task
project to develop zonal data and transportation network files for the FSUTMS model representing countywide
build -out of the Broward Urban Area. Land use tasks included identifying committed but unbuilt development
• projects, evaluating build -out potential within urban redevelopment areas, evaluating existing and proposed non -
buildable conservation areas, land use plan and zoning considerations, DRI, special generators, schools, TAZ
restructuring, and land use trends /quality control checks. Model network tasks include QC checking of Year
• 2020 Cost - Feasible network and network modifications to convert 2020 network to represent the Broward
Trafficways Plan. Model will assist the Broward County Planning Council and other end users with regulatory
decisions regarding amendments to the Trafficways Plan.
