(MEI) is pleased to respond to the City of Sunny Isles Beach Request for Qualifications No. 07- <br />0:3-01, Engineering Services for Government Infrastructure. We believe that we are uniquely qualified to assist the City <br />with the production of the work anticipated. We have teamed with very qualified subconsultants, Beiswenger Hoch and <br />Associates ( Structural Design) Milian, Swain & Associates (Drainage and Environmental Permitting) and Tierra, <br />Inc. (Geotechnical). This full service team has been carefully selected to provide a variety of specialized services. We <br />are committed to engineering excellence and client satisfaction. We strive to attain these two very important goals <br />through the quality and experience of our staff, our friendly attitude, and our will to survive through hard honest work. <br /> <br />In the following sections of this RFP, you will find that our Project Manager and Task Managers are very experienced in <br />the design of transportation infrastructure. You will also find that our scheduling, coordination, quality control and cost <br />control strategies are extremely effective in giving the client the best for their money. Finally, you will discover that our <br />staff is available and at the disposition of the City. <br /> <br />1.1 Project Understanding and the Scope of Services <br /> <br />Marlin Engineering, Inc (MEI) understands that the purpose of this contract is to provide professional design services to support the <br />City of Sunny Isles Beach for the design of the North Bay Road Pedestrian and Emergency Vehicles Bridge, and the Town Center Park <br />Observation Deck and Boardwalk. Working in that capacity we will function basically as an extension of the City's staff and, as such, <br />we need to be prepared at all times to respond to any request from the City throughout the life of the project in the following areas: <br />Design, Permitting, Post Design Services, Bid Administration, and Construction Management (CEI). It is critical for the consultant to <br />have a team comprised of professionals with sufficient expertise and sufficient numbers to respond to any request from the City, such <br />as the one assembled for this RFQ. <br /> <br />As documented in the "Knowledge of Past Experience on Similar Projects" section, Marlin Engineering has extensive experience <br />providing professional design, construction management, and post design services to municipalities and other public sector clients. MEI <br />attended the pre-bid meeting held April 11, 2007 performed various site visits, met with the City's staff to gain a better understanding of <br />the specific issues related to these two projects. Based on our experience, interviews with the City representatives and close study of <br />the Scope of Services, we have a good understanding of the project requirements and are confident of our ability to support the City in <br />a manner that meets its expectations. <br /> <br />1.2 Understanding the Project and Related Issues <br /> <br />General Location Description: The project area lies within a finger canal, along the western (Intracoastal Waterway) side of the City <br />of Sunny Isles, Florida. The finger canal lies just south of 174th Street and north of 172nd Street. The mouth of the canal is located <br />approximately 2.5 miles north of Baker's Haulover Inlet and 2,500 feet north of Biscayne Bay Aquatic Preserve. It lies approximately <br />1,400 feet east of the center line of the Intracoastal Waterway. The proposed project includes the canal area to the east of North Bay <br />Road. <br /> <br />Project Area Description: The finger canal itself is a man-made canal, 1100 ft long and 130 ft wide with an average depth of 6 ft at its <br />center. The northern boundary of the canal is a seawall, the southern boundary is a mangrove dominated littoral zone that is <br />approximately 850 ft long and 75 ft wide on average. This littoral zone encompasses the eastward portion of the canal. The remaining <br />250 ft, lying westward of the project area is bounded by a seawall. <br /> <br />Land Use: Land use on the north and south side of the canal is primarily residential, containing multiple story condominium buildings, <br />with the exception of the shopping plaza, which lies just east of the northern section of North Bay Road, and a small yacht club located <br />at the mouth of the canal. Town Center Park, owned by the City of Sunny Isles bounds the canal to the east. <br /> <br />Land Ownership: According to the Miami-Dade County tax appraisal database, upland ownership adjacent to the project area consists <br />of the Winston Towers Condominium, the Winston Yacht Club, and the Unicenter Shopping Plaza to the north, and Salem House <br />Condominium and Porto Bellagio Condominium to the south.
