The proposed North Bay Road Pedestrian/Bike and Emergency Vehicle bridge will connect the southern <br />end of North Bay Road, just south of 174th Street, to the south bank of the canal, with a pedestrian section continuing south to 172nd <br />Street. The bridge will provide a much needed alternate north-south connection within the City. The ultimate design will be for a two- <br />lane, two way facility with sidewalks for the entire project length. At this time the usage of the facility will be for pedestrians, bicycles <br />and emergency vehicles; regular vehicular traffic is precluded due to a total available width of only 20' at the south end of the project <br />where right of way is restricted to a 20' easement. Future considerations should evaluate the acquisition of the required right of way on <br />the south end to fully convert this facility into a full fledged vehicular traffic structure. This pedestrian facility will be connected to a <br />proposed Town Center Park Observation Deck and Boardwalk providing pedestrian connectivity from the Town Center Park located <br />adjacent to Collins Avenue into the proposed pedestrian bridge while providing a scenic element to the users. <br /> <br />1.4 Alignment <br /> <br />Horizontal: The City of Sunny Isles Beach envisions a pedestrian bridge providing connectivity as described in the "Need for the <br />Project" section although the conditions for the alignment are not ideal given that the approach locations do not align along a tangent <br />line. An alignment must be set on the western side of the right of way line which delineates the southeast boundary of the 20 feet <br />easement on the southern approach. There is an existing building that abuts the 20 feet easement, being this approach the controlling <br />point for the layout of the alignment. The approach at the northern bank the available right of way width is 50 feet and the conditions <br />for the approach are adequate for a smooth landing. <br /> <br />Vertical: The City's request is to construct a pedestrian bridge to expand the canal, landfall to landfall. The vertical alignment presents <br />a challenge, as different permitting agencies will require minimum clearances over the waterways. In order to satisfy the requirements <br />of the permitting agencies and comply with American with Disabilities Act (ADA) a delicate balance must be achieved in the design of <br />this structure in order to satisfy all applicable criteria. A more detailed description will be depicted under the "Technical Approach and <br />Implementation" section. <br /> <br />1.5 Environmental Issues <br /> <br />Vegetation: A preliminary vegetation survey of the project area has been conducted. The mangrove dominated littoral zone consists <br />of red (Rhizophora mangle), black (Avicennia germinans) and white mangroves (Laguncularia racemosa). These mangroves lie within <br />the littoral zone waterward of the mean high water line, but landward of the mean low water line. Red mangrove is the dominant <br />species, encompassing approximately 75% of the mangrove canopy. White and black mangroves make up the remaining 15% and <br />10% of the mangrove canopy, respectively. The average height of these mangroves is approximately 20 ft, with new growth ranging 1 <br />to 3 ft and taller trees exceeding 30 ft. Above the mean high water line where mangroves do not dominate the area, a few upland <br />species are present. The southern limit of the vegetation is located at the fence bordering the Salem House property.
