Submerged aquatic vegetation encountered <br />waterward of the mangrove area included green and red algae species (Chlorophyta and Rhodophyta), and seagrasses (Halodule <br />wrightii and Halophila decipiens). This area is within the range of critical habitat for Johnson's seagrass. <br /> <br />1.6 Public Involment <br /> <br />Public meetings and public informational presentations are the primary mechanism to garner public input into the design process from <br />neighbors, civic groups and organizations that have integral ties into the entire community. This effort also includes informational <br />meetings for the general public, City Commissioners and all relevant stakeholders. <br /> <br />Engineering Drawings, Plans Preparation, and Permitting <br />The Marlin Team has vast experience in the preparation of plans and drawings for different levels and in compliance with all state and <br />federal standards that will cover all the potential needs from this contract. These include, but not limited to: <br /> <br />. Roadway and intersection geometric plans <br />. Structural Plans <br />. Maintenance or Traffic plans <br />· Environmental mitigation and permitting <br />. Public Meetings and Public Informational Presentations. <br /> <br />2.0 TECHNICAL APPROACH AND IMPLEMENTATION <br /> <br />The MEI team's approach to this project can be summarized as follows: "If selected, we will provide the City with the highest quality <br />product on time and within budget." We know that this statement has been used extensively on technical proposals; however, we do <br />adhere to this philosophy with all our projects and clients. We have the technical experience to provide the City with a quality product <br />that is buildable using a streamline approach, which saves time and money. <br /> <br />2.1 Design Approach for Structures <br /> <br />Structural design services for the North Bay Road Pedestrian/Bike and Emergency Vehicle bridge will <br />consist of: 1) preparation of a Bridge Development Report, which will depict all the viable bridge alternatives <br />with cost estimates, 2) preliminary 30% plans of the selected bridge alternative and 3) final design (100 %) <br />plans. The pedestrian/bike/emergency vehicle bridge will be designed to minimize or eliminate any throw <br />away solutions required for the implementation of the future full-fledged vehicle traffic within the existing <br />field constraint. The Marlin Team will collect, assemble, and review/verify existing field information available such as topography, cross-sections, <br />utilities, existing properties and right-of-away information. All information pertinent to the project will be entered into our CADD <br />systems. <br /> <br />2. Utilizing the existing field constraints and parameters as our basis for design, the Marlin Team will evaluate alignments and grades <br />concurrent with alternative bridge types, span arrangements and complying with the Americans with Disabilities Act (ADA) and <br />Florida Accessibility Code in order to optimize the design. Our objective is to provide cost-effective structures that are also <br />aesthetically pleasing; taking into consideration how well the design blends with the existing environment. <br /> <br />~~~~, <br />
