<br />Upon the identification of the project's due date and the selection of the most appropriate
<br />personnel, the technical components of the review occur. Keith and Schnars' personnel are
<br />highly proficient and knowledgeable regarding the City's land development code, as well as
<br />intergovernmental issues involving Dade County, Florida Department of Transportation, and
<br />other agencies, and incorporate the latest technical documents.

<br />Queuing Analyses
<br />
<br />Given the type of development proposed in the City; valet parking and tandem parking spaces
<br />are typical characteristics of site plans. Pursuant to the City's code, tandem parking spaces
<br />require 24-hour valet parking services on-site. As such, a detailed peak hour queuing analysis is
<br />often required of the applicant to demonstrate that their proposed valet parking system can
<br />accommodate the expected parking demand to ensure that vehicles will not back into the
<br />adjacent street impacting traffic flow and causing traffic safety problems.
<br />
<br />Using ITE recommended random arrival queuing calculations, Keith -and Schnars' designated
<br />contract manager, Eric Penfield, P.E., has reviewed numerous queuing analyses for the City
<br />and successfully worked with various applicants to modify their site plan. Many of these
<br />improvements involved relocating the proposed valet attendants' staging area, increasing the
<br />service stations within the staging area, and increasing the available stacking distance of the
<br />parking structure's driveway leading towards the staging area. By directly coordinating with the
<br />applicant, these queuing analysis reviews and site plan modifications are excellent examples
<br />where direct communication eliminates the seemingly endless "comment-response" cycle so
<br />characteristic of today's development review petition.
<br />
<br />Neighborhood Traffic Management Studies
<br />
<br />The City of Sunny Isles Beach is uniquely challenged to address the impacts. associated with
<br />recent development adjacent to long standing local neighborhoods. Many of these
<br />neighborhoods, such as Golden Shores, feel motorists are using their neighborhood roadways
<br />to bypass congestion on Collins Avenue. Our experience with such matters indicates that
<br />successful traffic intrusion and traffic management studies require an innate understanding of the
<br />issues and concerns of the local community, combined with extensive communication with city
<br />staff and residents. Coupled with the extensive experience that Keith and Schnars has
<br />conducting these studies will yield a mutually acceptable solution to both parties many times.

<br />From identifying potential traffic calming solutions, such as speed humps, chokers, diverters, and
<br />extensive landscaping features, to evaluating nearby traffic signal operations to enhance the
<br />functionality of Collins Avenue to encourage traffic to remain on the major thoroughfare, the
<br />team of professional engineers at Keith and Schnars has significant experience in the City of
<br />Sunny Isles Beach and elsewhere assisting municipalities and neighborhoods with these traffic
<br />issues. We also have presented our findings at many quasi-judicial meetings in front of city
<br />councils and residents alike. This experience is an invaluable asset for the City of Sunny Isles
<br />.
<br />Beach to utilize as it balances development pressures from proposed residential; retail, and
<br />school projects with their impact upon the residents of Sunny Isles Beach, such as those in the
<br />Golden Shores neighborhood.
