<br />This project was undertaken for FOOT
<br />with the support of Miami-Dade County
<br />and the City of Miami to study ways of
<br />providing a more direct access from the
<br />Port of Miami and from the City of Miami
<br />to WB SR 836. The project aimed to
<br />improve the present situation where
<br />cargo trucks use NW 1 st Avenue, NW
<br />2nd Avenue, Biscayne Boulevard, NW 5th
<br />Street, NW 6th Street and other
<br />Downtown Miami streets in an
<br />unregulated way that contributes to
<br />traffic congestion, noise and air
<br />contamination and safety concerns.
<br />Beneficiaries of the project would be the
<br />Port of Miami, residents and businesses
<br />in the Miami downtown area and the
<br />public at large that travel in this part of
<br />Miami-Dade County.
<br />
<br />As part of the project an extensive traffic
<br />study was undertaken by BHA and
<br />BHA's subconsultant Miller Consulting (now TRANSYSTEMS) in which AADT and peak hour traffic volumes
<br />were collected for most of the streets and intersections that comprise the grid from NW 3rt! Street to NW 14th
<br />Street and from NW ih Avenue to Biscayne Boulevard. The collected
<br />data was analyzed and alternative corridor schemes were evaluated,
<br />with the recommended alternative being the designation -after street
<br />improvements- of NW 5th and NW 6th Streets as one-way pairs in
<br />combination with a proposed NB on-ramp to 1-95. An improvement was
<br />developed to the present NB ramp to 1-95 NB from NW 8th Street in
<br />which trucks would have the required vertical clearance under the
<br />bridge just north of NW 8th Street. A right-turn SB to NB loop ramp from
<br />SB NW 3rt! Avenue traffic to the existing NB on-ramp from NW 8th Street
