and as a quality-control mechanism for the company. It will be built according to FEMA regulations, and to
accommodate at least three persons.

c

In order to contain any hazardous waste that may make its way to the TDSRS, Crowder will obtain a lined
roll-off dumpster to store such waste. The dumpster will be covered with a tarp to protect it from the
elements.

The TDSRS will have one entrance and one exit in order to control traffic through the site. The inspection
tower will be situated in between the entrance and exit. If necessary and mandated by CITY OF SUNNY
ISLES BEACH, a separate citizens' entrance for drop-off will be constructed. We recommend, however, that
for the sake of the citizens' safety, a separate site should be established.

2) Safety and Security at the TDSRS
Only authorized personnel will be permitted inside the TDSRS. All visitors to the site must obey the proper
precautions and regulations as well as sign in and out. Safety inspections will be conducted regularly to
ensure that the proper procedures and policies are followed. The foreman of the TDSRS will monitor the
practice of the workers at the TDSRS as well as the inspectors, managers, and truckers to ensure the safety of
everyone involved. In addition to this, the Safety/Quality Control Manager will conduct weekly "surprise"
inspections.

If needed, traffic maintenance crews will be stationed on the roads outside of the TDSRS to maintain the flow
of traffic in an orderly and safe manner. Also, a security staff could be hired to patrol the TDSRS at night if
needed or required.

o

3) Debris Reduction
Once sorted, eligible debris will begin to be reduced.
grinder or incinerated by an air-curtain incinerator.
eliminates huge quantities.

Eligible debris will either be passed through a tub-
For large amounts of debris, incineration quickly

A. Incineration
~ Burning pits will be constructed at the TDSRS for large-scale incineration, as directed by CITY OF
SUNNY ISLES BEACH. Burning will take place during daylight hours, at least 1,200 feet away from
any structure (excluding the TDSRS tower). This type of reduction will be used only on clean,
vegetative debris unless CITY OF SUNNY ISLES BEACH wishes to reduce wood and C&D debris in
this manner. Any debris thought to contain or consist of hazardous material will not be burned and
will instead be placed within the
hazardous material container.

~ Only qualified and experienced employees
will be allowed to operate air-curtain
incinerators, and only after being briefed
in safety, fire suppression, and shutdown
procedures by the Safety/Quality Control
Manager and/or TDSRS foreman. Water
trucks will be on hand to suppress any fire
threat and to periodically extinguish the
pits for maintenance.

o

~ Every 24 hours, the burning pit will be
extinguished for ash removal. Any ash
produced during these efforts will be
considered hazardous material and will be

Burning Operations at a TDSRS

44lpage
