Personnel, such as heavy equipment operators, truck drivers, and operators with <br />chainsaws, general laborers with tools, flagmen, mechanics, supervisors, and project managers <br />are usually required. <br /> <br />This operation is accomplished when time is of the essence, norn1ally within the first 72 (plus or <br />minus) hours after an event. Although this is a time critical operation, safety of personnel and the <br />general public is paramount to a successful operation. Extreme caution must be exercised during <br />this phase of the debris management operation to avoid downed live electrical wires and other <br />such dangerous circumstances. Once this task is accomplished, or coinciding with the progress <br />of this task, debris removal from public easements, property and rights-of-way begins. <br /> <br />EMERGENCY PUSH EQUIPMENT AND CREWS <br /> <br />ORC FIELD SUPERVISORS/CREW FOREMEN - Field supervisors will report to the senior <br />field supervisor/project manager. All supervisors will be responsible to ensure work is <br />conducted only in those areas designated by the government. Supervisors will not allow work to <br />commence in additional areas until directed by government task order. Supervisors shall be <br />responsible for the safety of all personnel and equipment. Supervisors will be responsible for <br />collection of daily personnel and equipment time logs, and their distribution to the Company <br />designated representative with a copy given to the government. Crew foremen will report to <br />their designated supervisor. Foremen will be responsible to ensure work assignments received <br />from their supervisor is completed to the requirement of the government task order. Foremen <br />o will be responsible for maintaining the daily personnel and equipment time logs. <br /> <br />EQUIPMENT CREWS <br /> <br />As required by Mobilization Task Order, ORC shall provide equipment, with operators and <br />laborers, for debris clearance and all labor, equipment, tools, and materials necessary to fully <br />operate and maintain (including fuel, oil, grease and repairs) the following: <br />I) Dump Trucks, 16-20 yd3 capacity, with Operator <br />2) Front-end and/or Grapple Loaders, 3-5 yd3 capacity, with Operator <br />3) Three (3) Person Laborer Crews with Chainsaws, 16"min bar, traffic flags, and misc. small <br />tools (axes, shovels, safety equip., etc.) <br />4) Pickup Trucks, 12-1 Ton, with crew foreman, and cellular phones. <br /> <br />Other crews and equipment typically deployed: <br /> <br />. Rubber tire loaders with blades, buckets or grapples. <br />. Rubber tire loaders with rakes will be used where needed. <br />. Rubber tire excavators will be used where needed. <br />. Track equipment will not be utilized unless tasked by the government. <br />. Excavators with street tracks and thumbs can be utilized if required/approved by <br />government tasking. <br /> <br />o <br /> <br />HAND CREWS - CHAINSA W CREW - 1 or 2 laborers with sufficient hand tools will assist a <br />chainsaw operator. <br /> <br />22 <br />
