<br />TURNER CONSTRUCTION COMPANY <br /> <br />SECTION 6: <br /> <br />STAFFING PLAN <br /> <br />The most important component of this project is the staff that will be assigned from the preconstruction <br />phase through the construction phase. We will assign the Project Executive, Carlos Casal to the project on day <br />one. Carlos will drive the project from contract award through the Warranty period. We continually refer to <br />Carlos as the "CEO of the project" because of his leadership and knowledge base. Carlos is dually suited for <br />this role based on his sucess at the Miami Intermodal Center where he is currently leading this project for an <br />early completion. In addition, the continuity he will bring to the preconstruction effort based on his current <br />leadership for the FlU Parking Garage 5 project and the leverage of the local subcontractor market that will <br />follow. <br /> <br />In addition to Carlos, we have the strongest preconstruction team in the South Florida market. Our <br />preconstruction group is led by Ken Oates, our Preconstruction Manager. Ken is a Turner veteran with over 30 <br />years of experience with Turner in the South Florida market. Ken is supported by Bob Hilton, our Mechanical, <br />Plumbing and Fire Protection specialist. Bob previously owned and operated his own national HVAC <br />contracting business for over 25 years. This will prove to be extremely valuable to the project team during <br />preconstruction and construction. Other staff members that compliment the preconstruction team are <br />Anthony Jaworski, our Electrical Specialist, and Gary Burdash our Structural Expert. This core team is <br />supported by several senior estimators that have the relationships with the local subcontractor community, <br />which will drive the most competitive and comprehensive project for the City of Sunny Isles Beach. <br /> <br />Our approach to the Preconstruction phase of the project is simple; we are a member of your team, and all of <br />our staff has the supporting expertise necessary for the project's success. Our job during the preconstruction <br />phase is to support the team with our knowledge of construction logistics, planning and scheduling, <br />contractibility insight, and cost estimating. <br /> <br />Turner's construction phase management services are a continuation of our preconstruction services. <br />Successful construction is in a large part due to, and a result of, careful planning, monitoring, and control. <br />Carlos Casal will lead this effort as well. Carlos is supported by TJ Mincer, the proposed Project <br />Superintendent. TJ brings over 25 years of construction experience to this project. As the Project <br />Superintendent, TJ will be located at the site with responsibility for the planning and direction of all functions <br />at the site including the work of the trade contractors and suppliers. TJ is currently the Superintendent on the <br />Miami Intermodal Center project located next to the Miami Airport. TJ is available for the construction of this <br />project because he will complete the garage structure on his current project 2 months ahead of schedule due <br />to his planning and coordination expertise. TJ will be supported by Manny Coya, the Garage Superintendent. <br />Manny is responsible for the proper implementation of project control systems including cost control, quality <br />control/quality assurance and project reporting. Manny's experience with 3 stand-alone garage projects for <br />public clients will prove beneficial to the team's success. Carlos, TJ and Manny have previously worked <br />together and bring that team cohesiveness to this project as well as the sustainable knowledge needed for <br />your project. This team has managed and coordinated the installation of over 2,000 pieces of precast, <br />120,000 cy of concrete, 9.7 miles of girders and beams and 43.7 miles of Post Tension Cables. <br /> <br />Our strength is the ability to deliver both the personalized service expected by our clients, as well as the <br />knowledge and understanding of how to complete a high quality project on time and within budget. Every <br />stage of the process is budgeted, value-engineered, scheduled and monitored for control. Our key resource <br />that enables us to provide this depth of service is our staff.
