<br />City of Sunny Isles Beach: Special Inspection Services <br />RFQ No. 11-07-11 <br /> <br />C SECTION 5.0 <br />APPROACH AND METHODOLOGY <br /> <br />c <br /> <br />c <br /> <br />Our approach, rationale and methodology to successfully providing professional engineering and project <br />construction management services is based upon fundamental URS corporate principles and philosophies <br />guiding our engineering design, construction support and administrative practices. URS has a <br />demonstrated history of proven successes in achieving project scope, schedule, cost and quality <br />objectives that is accomplished by providing an experienced and qualified team supported by the full suite <br />of technical skills, analytical tools and corporate oversight that can deliver technically correct, timely and <br />cost effective work products and completed construction projects for each assignment. <br /> <br />5.1 GUIDING APPROACH PRINCIPLES AND PHILOSOPHIES <br /> <br />Our guiding principles and philosophies to our approach include following: <br /> <br />· Be guided by the City's needs and goals for the overall project assignment scope, deliverable <br />schedule, funding constraints and prerequisite level of quality, <br />· Fully Understand the City's expectations and develop management, technical and deliverable <br />work plans to address and meet these expectations, <br />· Follow the City's processes, guidelines and procedures so that engineering and construction <br />projects are completed in compliance with accepted guidance criteria and City directives, <br />· Furnish superior technical knowledge and experienced personnel in all the required technical <br />discipline and support engineering fields required of this RFP, <br />· Provide strong OAfOC to assure a quality, technically correct and accurate deliverable project, <br />· Provide strong project management and priority service with dedicated staff capable of <br />recognizing the City's administrative requirements and needs for scheduling, cost tracking, <br />reporting and invoicing; working closely with the City's personnel, <br />· Work as a seamless extension of City staff in dealing with the general public, landowners, <br />stakeholders as well as other internal City staff, <br />· Apply our extensive experience gained from outreach to landowners, stakeholders and <br />regulatory agencies in dealing with complex land, access and right of way issues involved with <br />construction projects, <br />· Utilize proven experience and documented procedures to expedite the attainment of federal, <br />state and local permits. As an example of our expertise in the permitting arena, URS developed <br />and published FOOT's current standard procedure for expediting PO&E permits for complex <br />roadway projects, <br />· Utilize standard industry cost data to provide comprehensive and accurate cost estimating. <br />· Provide comparative cost estimating and value engineering cost benefit analyses where <br />needed for alternative design reviews and selection processes. <br /> <br />Using these overriding principles and philosophies, integrated into a team approach, URS has developed <br />and provided a wide range of professional services for projects for both public and private clients and we <br />will be able to administer the work to help the City of Sunny Isles Beach achieve its goals. <br /> <br />5-1 I P c !2 e <br /> <br />URS <br />
