City of Sunny Isles Beach: Special Inspection Services RFQ No. 11-07-11 C SECTION 5.0 APPROACH AND METHODOLOGY c c Our approach, rationale and methodology to successfully providing professional engineering and project construction management services is based upon fundamental URS corporate principles and philosophies guiding our engineering design, construction support and administrative practices. URS has a demonstrated history of proven successes in achieving project scope, schedule, cost and quality objectives that is accomplished by providing an experienced and qualified team supported by the full suite of technical skills, analytical tools and corporate oversight that can deliver technically correct, timely and cost effective work products and completed construction projects for each assignment. 5.1 GUIDING APPROACH PRINCIPLES AND PHILOSOPHIES Our guiding principles and philosophies to our approach include following: · Be guided by the City's needs and goals for the overall project assignment scope, deliverable schedule, funding constraints and prerequisite level of quality, · Fully Understand the City's expectations and develop management, technical and deliverable work plans to address and meet these expectations, · Follow the City's processes, guidelines and procedures so that engineering and construction projects are completed in compliance with accepted guidance criteria and City directives, · Furnish superior technical knowledge and experienced personnel in all the required technical discipline and support engineering fields required of this RFP, · Provide strong OAfOC to assure a quality, technically correct and accurate deliverable project, · Provide strong project management and priority service with dedicated staff capable of recognizing the City's administrative requirements and needs for scheduling, cost tracking, reporting and invoicing; working closely with the City's personnel, · Work as a seamless extension of City staff in dealing with the general public, landowners, stakeholders as well as other internal City staff, · Apply our extensive experience gained from outreach to landowners, stakeholders and regulatory agencies in dealing with complex land, access and right of way issues involved with construction projects, · Utilize proven experience and documented procedures to expedite the attainment of federal, state and local permits. As an example of our expertise in the permitting arena, URS developed and published FOOT's current standard procedure for expediting PO&E permits for complex roadway projects, · Utilize standard industry cost data to provide comprehensive and accurate cost estimating. · Provide comparative cost estimating and value engineering cost benefit analyses where needed for alternative design reviews and selection processes. Using these overriding principles and philosophies, integrated into a team approach, URS has developed and provided a wide range of professional services for projects for both public and private clients and we will be able to administer the work to help the City of Sunny Isles Beach achieve its goals. 5-1 I P c !2 e URS
