c

City of Sunny Isles Beach: Special Inspection Services
RFQNo.11-07-11

5.2

PROJECT MANAGEMENT CONTROLS

URS recognizes the importance of well-defined and competently
administered project management system for the successful and
timely execution of the project within the City's technical, schedule,
budget and quality objectives. To meet these needs, URS has
developed and implements for each project a client prioritized and
focused project management approach, supported by a timely
detailed cost management system which utilizes URS industry-based
software to provide the framework and control to successfully
manage this contract and associated work tasks. Key components of
our project management capabilities include:

c

· An organizational structure that meet the unique requirements of each specific project.
· Project schedule, budgets and staffing plans identified in a Project Management Plan (PMP)
and project specific plans that initially identifies and establishes project baseline controls against
which project or task progress is measured, evaluated and reported to the City.
· Internal Management processes for monitoring and controlling the project, and
· Proven techniques to effectively communicate project or task progress and results to the URS
project team, the City and the QA independent technical review team.
· Implementation of a Comprehensive OA/OC Program that assures that project deliverables are
clean, complete and technically correct so as to minimize risks to the City resulting from
unforeseen construction phase claims.

Our proactive management approach will establish clear lines of communication between the City and
within the project team, provide well defined areas of responsibility for each work task and work activity,
allocate and update URS Team resource needs and provide a professional experienced project
management team to ensure the control of each work activity.

This management approach includes integrated planning, designing, scheduling, communication protocol,
quality control and cost control systems based on an overall Project Management Plan for the contract.

5.3 PROJECT MANAGEMENT PLAN PREPARATION

Project Management Plan

To facilitate project organizational control and communication, URS will initially prepare and implement a
documented Project Management Plan (PMP) for this contract. The plan will contain the following items:

c

· City Information and Contacts
· Project Organization Chart
· Work Plan Development Process(es)
· Design Development Process(es) (As Applicable)
· Communications Protocols w/City Staff, Subcontractors and External Entities
· Performance Monitoring Protocols and Controls

5-2 I :; :0 g e

URS
