FL <br /> <br />URS provided program management and construction administration services on the Adrienne Arsht <br />Center for the Performing Arts of Miami-Dade County project. The Arsht Center is a state-of-the-art complex <br />designed by the world-renowned architect Cesar Pelli, and is comprised of five buildings sited on 5.9 acres. <br />The two featured theatres are the 2,400-seat Sanford and Dolores Ziff Ballet Opera House and the 2,200- <br />seat Knight Concert Hall. A 200-seat black box Studio Theatre, the Peacock Education Center, and a <br />restored Art Deco Tower are united with the other two buildings by a Plaza for the Arts across Biscayne <br />Boulevard. <br /> <br />In the fall of 2003, approximately two years after <br />the start of construction and 30% completed, <br />URS was retained by Miami-Dade County to <br />assess and make recommendations on <br />restructuring the contractual and working <br />relationships of the various project participants. <br />The key project members had ceased <br />communications with each other, the project was <br />600 days behind schedule, and over $100 <br />million in claims had been generated. The <br />County needed to effectively bring this high- <br />profile project back on track by regaining budget <br />and schedule controls. URS assisted the <br />County in restructuring, creating new contractual <br />relationships - most notably, changing the <br />agreement with the contractor from CM-at-risk to agency CM, re-baselining the project schedule, and revising <br />the project completion budget. This effort benefited all parties, avoiding a project stoppage, averting major <br />contractual disputes, and restoring public confidence in the investment of County funds.
